Bharatiya Vayuyan Adhiniyam To Come Into Force From January 1

The new law that seeks to facilitate designing and manufacturing of aircraft in India as well as facilitate the ease of doing business in the aviation space will come into force from January 1, 2025.

The new Act -- Bharatiya Vayuyan Adhiniyam, 2024 -- that replaces the 90-year old Aircraft Act, was cleared by the Parliament earlier this month.

According to a notification issued on Tuesday, the "central government hereby appoints the 1st day of January, 2025 as the date on which the provisions of the said Act, shall come into force".

Among others, the Act provides for regulation and control of the design, manufacture, maintenance, possession, use, operation, sale, export and import of aircraft and connected matters.

The legislation will also remove redundancies and replace the Aircraft Act, 1934, which has been amended 21 times.

India is one of the world's fastest growing civil aviation markets.

NIA To Probe Suspected Kuki Militant 'Tiger' Who Claimed Attack On CRPF

A special court of the National Investigation Agency (NIA) has accepted evidence submitted by the NIA of a suspected Kuki militant commander saying he and his men attacked the Central Reserve Police Force (CRPF) and set fire to homes in Manipur.

The NIA told the court that a viral video on a YouTube channel shows a man "suspected to be a Kuki militant called 'Tiger', a commander of the Kuki National Front-P (KNF-P), claiming he and his men attacked CRPF and burnt down houses on November 11."

The NIA investigating a suspected Kuki militant of the KNF-P also raises questions over possible violation of the suspension of operations (SoO) agreement. 

Three big escalations happened in ethnic violence-hit Manipur on November 11 - first, six of a family from the Meitei community were kidnapped and killed in Jiribam district by suspects who the Manipur government in a cabinet statement called "Kuki militants"; second, 10 others - also identified as "Kuki militants" by the state government - were shot dead in an encounter with the Central Reserve Police Force in the same district, and third, firing from the hills towards Imphal West District's Kangchup and Koutruk just hours after the Jiribam encounter left two people injured.

The court in its order accepting the NIA evidence said the anti-terror agency downloaded the viral video of the suspected Kuki militant into a pen drive in the presence of two witnesses.

The NIA submitted the pen drive to the court in a sealed envelope under Section 105 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) that deals with electronic evidence.

NDTV has seen a copy of the court order.

The court said the pen drive has been returned to the NIA for further investigation.

About KNF-P

The 'P' in KNF-P means "president"; it is used to indicate KNF-P is the original KNF, hence the letter "president", the supreme. The KNF was founded in 1987. In 1994, KNF split into two factions i.e. KNF-MC led by SK Kipgen, and the original became KNF-P led by ST Thangboi Kipgen.

So, KNF is the KNF-P; the rest are its factions.

The KNF is a signatory to the controversial suspension of operations (SoO) agreement signed between nearly two dozen Kuki militant groups and the state and the centre. Under SoO, the militants are to stay at designated camps and their weapons kept in locked, monitored storage.

The Manipur government has been asking the joint monitoring group, which reviews the SoO agreement every year, to scrap it for good, over allegations that the SoO groups have been majorly involved in the Manipur violence from the beginning. The SoO agreement lapsed in February this year.

There are many villages of the Kuki tribes in the hills surrounding the Meitei-dominated valley. The clashes between the Meitei community and the nearly two dozen tribes known as Kukis, who are dominant in some hill areas of Manipur, have killed over 250 people and internally displaced nearly 50,000.

The general category Meiteis want to be included under the Scheduled Tribes category, while the Kukis who share ethnic ties with people in neighbouring Myanmar's Chin State and Mizoram want a separate administration carved out of Manipur, citing discrimination and unequal share of resources and power with the Meiteis.

Meitei leaders have alleged the SoO groups have been working to strengthen themselves over the years by taking advantage of the ceasefire, until a time came to engineer a violent attack for a separate land. Geopolitical analysts have speculated the Kuki armed groups were used as mercenaries to fight Meitei and Naga militants operating in the India-Myanmar border.

Kuki-Zo civil society groups such as the ITLF and the CoTU, and their 10 MLAs have joined the call for a separate administration carved out of Manipur, a demand also made by the nearly two dozen militant groups that have signed the SoO agreement.

This single demand has brought the Kuki militant groups, the 10 Kuki-Zo MLAs, and the civil society groups on the same page.

The security forces have been trying to dismantle bunkers in the hills surrounding Imphal valley after several incidents of firing for the last few days.

Kuki protesters tried to stop the security forces from destroying the bunkers. Some protesters were injured when the security forces tried to disperse them.

Panic After Gas Leak At Industrial Unit In Jaipur, No Casualties

Panic gripped people due to gas leakage at an industrial unit in the Vishwakarma industrial area here on Tuesday, officials said, adding no casualties occurred.

The incident happened at the Ajmera gas plant where two big tankers were installed for the storage of CO2 gas. The valve of the tanker broke due to gas pressure, Assistant Fire Officer, Vishwakarma, Bhanwar Singh Hada said.

He said that the situation was completely controlled by the fire brigade. The leakage led to zero visibility in the area, officials said.

SHO Rajendra Sharma said gas was filled in a tanker of the plant on Saturday. He said that a police team reached the spot with fire brigade and got the main valve of the plant closed to stop the leakage.

Viral Video Shows Passengers Doused With Water On Platform, Railways Responds

A video going viral on social media has sparked a barrage of criticism towards Indian Railways after passengers sleeping on the platform at Lucknow's Charbagh station were sprayed with cold water, amid the prevailing cold wave conditions. The footage showed the passengers, who usually sleep on the Indian platforms, waiting for the trains, being shrugged off and forced to vacate the space by the railway staffers.

The incident, which allegedly transpired last week, showed passengers hastily gathering their belongings, including blankets, as they were forced to leave the platform, which was then cleaned by the railway staff.

A section of social media users were left angered by the incident and slammed the railways staff for not showing some sensitivity towards the passengers.

"Heart breaks man, so much poverty and disregard everywhere, govt after govt has failed the people while the politicians are padding their accounts in one tax heaven after another," said one social media user, while another added: "The station needs cleaning but not like this, more so in such biting cold. No consideration even for small kids! Where should the passengers go if their trains are late and waiting rooms are brimming?"

However, some agreed with the officials for clearing the platform, saying it was not the spot to rest as it could cause nuisance to others.

"Railway platform is not a place for lodging. If you have a ticket, use waiting rooms or wait outside," a user commented.

As the controversy snowballed, the Divisional Railway Manager (DRM), Lucknow office issued a statement, claiming that the cleaning staff had been chided, while advising the passengers to not sleep on the platform.

"Necessary instructions have been issued to the cleaning staff and CHI [Chief Health Inspector]," read the DRM statement.

"Passengers are also advised to avoid sleeping on the platforms. The station provides adequate facilities, including waiting halls, dormitories and retiring rooms, which passengers are encouraged to utilise," it added.

Man Dies In Police Station While Recording Statement, Family Alleges Murder

The death of a 35-year-old Dalit man inside a police station in Madhya Pradesh's Dewas district triggered protests from his family, who alleged murder. The Congress, on Sunday, also slammed the Mohan Yadav-led BJP government for what they termed "jungle raj" in the state.

Mukesh Longre died on Saturday after being called to the Satwas police station here for questioning in a complaint submitted against him by a woman on December 26, Superintendent of Police Puneet Gehlot said.

"While inspector Ashish Rajput was reading his statement, Longre made a noose around his neck with a gamcha (towel), tied it to a window grill in the lock-up and began yanking his neck. Police stopped him and rushed him to a hospital where doctors declared him dead," the SP said.

"There is no case against him. He was just called to record his statement. Judicial Magistrate First Class (JMFC) Nandani Uikey is conducting an inquiry into the death. The JMFC visited the spot this morning. The district magistrate has appointed three doctors to oversee the post-mortem process," Mr Gehlot added.

Mr Gehlot said inspector Ashish Rajput has been suspended, while all other procedures laid down under Bharatiya Nyaya Sanhita as well as National Human Rights Commission guidelines are being followed fully.

"Some politicians have hijacked the issue, due to which his kin have refused to allow post mortem till the entire staff of the police station is suspended. This is an irrational demand. We have already suspended the inspector since the death took place while he was in charge," Mr Gehlot said.

Meanwhile, Longre's family alleged police demanded a bribe to lessen the severity of action against him in connection with the woman's complaint, adding the staff later told them he had died.

Amid a protest outside the police station that began on Saturday and continued on Sunday, Longre's relatives accused police of murdering him.

Attacking Chief Minister Mohan Yadav, who also holds the home portfolio, the Congress held a protest outside Satwas police station on Sunday, which was attended by the party's state unit chief Jitu Patwari.

"Jungle raj is prevailing in MP. A Dalit man was murdered inside a police station. Chief Minister Mohan Yadav must take full responsibility for this incident," Mr Patwari said.

Mr Patwari's colleague and former Union minister Arun Yadav demanded suspension of the entire staff of Satwas police station.

India Not 'Lucky' On Security Front: Rajnath Singh Calls For Vigilance

Defence Minister Rajnath Singh said today that India a "not a very lucky nation in terms of security and urged soldiers to keep a sharp eye on internal and external foes. Addressing army personnel at the two-plus Century old Mhow cantonment in the Indore district of Madhya Pradesh, he said, this is because "our northern border and western border continuously face challenges".

"We also face challenges on the internal front," said the minister, who is on a tour of the state.

"In the backdrop of this, we can't sit quiet, unconcerned. Our enemies, whether internal or external, remain active always. In these circumstances, we must keep a close eye on their activities and take appropriate and timely effective steps against them," the minister told the soldiers.

To make Bharat a developed and self-reliant country by 2017, the role of the army is very crucial, he added.

"As the country's defence minister, I would like to tell you that we should be alert always. This patch of time, though often referred to as peacetime, struck me deeply when I arrived and witnessed the discipline and dedication with which you are undergoing training. Your regimen is no less than that of a war," he told the gathering.

Mhow cantonment, 25 km from Indore, is home to three premier training institutes - Army War College, Military College of Telecommunication Engineering and Infantry School - other than the Infantry Museum and Army Marksmanship Unit.

Earlier, he and the Chief of Army Staff General Upendra Dwivedi, paid floral tributes at the memorial of Dr BR Ambedkar, the chief architect of India's Constitution. The memorial has been built at his birthplace in the Kali Paltan area of Mhow cantonment.

UP Groom Calls Off Wedding Over Delay In Serving Food, Then Marries Cousin

A groom in Uttar Pradesh's Chandauli abruptly called off his wedding over an alleged delay in serving food, leaving the bride and her family stranded at the venue, only to tie the knot with his cousin later that day.

The bride and her family then approached the police, demanding justice, and also claimed that they had given Rs 1.5 lakh to the groom's family hours before the ceremony was to take place. 

Speaking to the media, the bride said her marriage was arranged with Mehtab seven months ago. On December 22, as the wedding procession arrived at her house in Hamidpur village, Mehtab and his relatives were extended a warm welcome by her family. 

"I was ready since morning. The groom and his family arrived, ate and then abused and assaulted my parents before leaving the spot. I later approached the police for justice," she said. 

The bride said that as the wedding guests sat down to eat, there was a slight delay in serving food to Mehtab. He got angry after his friends teased and poked fun at him and he and his family then allegedly abused the bride's family and relatives, leading to an argument.

The village elders tried to intervene to resolve the issue but Mehtab refused to tie the knot and returned to his house.

As the bride's family grappled with the shock, Mehtab married one of his cousins later the same day. 

Police Complaint

On learning about Mehtab's wedding, the bride and her parents visited the police post in Industrial Nagar on December 23 to file a complaint. Alleging inaction, they later escalated the issue to the Superintendent of Police Aditya Laghe. 

In the complaint, the woman's mother said the family had suffered a loss of Rs 7 lakh because they had paid for all the arrangements and catered to around 200 guests from the groom's side.  

An amount of Rs 1.5 lakh was also handed over to the man's family hours before the wedding, she said in the complaint. 

Sources said Mr Laghe summoned both parties, who agreed to resolve the matter amicably. 

"A written agreement was signed by both parties that an amount of Rs 1.61 lakh would be given to the woman's family," Circle Officer Rajesh Rai said.

4 Workers Die After Inhaling Toxic Gas At Chemical Plant In Gujarat

Four workers died after inhaling toxic fumes following a gas leak at a chemical plant at Dahej in Gujarat's Bharuch district, police said on Sunday.

The company said all four were given immediate medical care but could not be saved. It has announced Rs 30 lakh compensation to the relative of each victim.

A company employee and three contractual workers fell unconscious after poisonous fumes leaked from a pipe at a production unit of the Gujarat Fluorochemicals Limited (GFL) on Saturday night, Dahej police station inspector BM Patidar said.

They were rushed to a private hospital where all four of them died, he said.

The bodies were sent for postmortem and further probe into the incident was underway, the official said.

The workers who died have been identified as Rajesh Kumar Maganadiya (48), (hailing from Bharuch), Mudrika Yadav (29) (from Adhaura in Jharkhand), Suchit Prasad (39) and Mahesh Nandlal (25) (both from Sonbhadra in Uttar Pradesh), police said.

In a media statement, GFL said the incident occurred around 8 pm on Saturday and the gas leak was "immediately detected and contained by the team".

"However, (four) individuals in the windward direction experienced adverse health effects and were promptly given due primary treatment at our onsite Occupational Health Center. They were referred to Bharuch Hospital for advanced medical care. Unfortunately, despite all our efforts, the four individuals succumbed to complications," it said.

The company will pay a compensation of Rs 30 lakh to the family of each person along with full settlement of their statutory dues, insurance benefits, and pending salaries, it said.

The company has offered a job to the ward of the dead worker employee and said it will sponsor his education, including his engineering studies, the statement said.

GFL said its team is working closely with the authorities and is fully committed to implementing all corrective and preventive measures.

Bharuch Sub-Divisional Magistrate Manisha Manani said three of the dead were from other states.

"Four persons died due to gas leakage at the GFL plant near Ambeta village. The bodies have been sent to the civil hospital in Bharuch for post-mortem and an investigation is underway," Manani said.

On Congress Attacks Over Manmohan Singh Funeral, JP Nadda's 'Super PM' Swipe

In a significant escalation of the row over the choice of Dr Manmohan Singh's cremation site, senior Congress leaders Rahul Gandhi and Priyanka Gandhi Vadra attacked the BJP-ruled government at the Centre and accused it of "insulting" the memory of the two-term Prime Minister and not thinking beyond "politics and narrow-mindedness". 

Leading a no-holds-barred counterattack, BJP president JP Nadda said the Congress and Rahul Gandhi were playing "cheap politics" in Mr Singh's name and accused the party of not doing justice to any leader who was not from the Nehru-Gandhi family.

Dr Singh, who died at the age of 92 on Thursday, was cremated at the Nigambodh Ghat in Delhi with full state honours on Saturday. A day before the funeral, Congress President Mallikarjun Kharge had written to Prime Minister Narendra Modi and, citing Dr Singh's stature and his contributions to the country, requested that the last rites be conducted in a place where a memorial could also be built in his name. 

As the controversy over the memorial gathered steam, the Centre issued a release ahead of the funeral stating that Union Home Minister Amit Shah had said a place would be allocated for Dr Singh's memorial and the cremation should take place in the meantime. 

'Should Have Shown Respect'

Rahul Gandhi tweeted after the funeral, however, that the BJP had "totally insulted" the first Prime Minister from the Sikh community by having his last rites conducted at Nigambodh Ghat. 

"The great son of Mother India and the first Prime Minister of the Sikh community, Dr Manmohan Singh ji has been totally insulted by the present government by performing his last rites today at the Nigambodh Ghat. He was the Prime Minister of India for a decade, during his tenure the country became an economic superpower and his policies still support the poor and backward classes of the country," Mr Gandhi, who is the Leader of the Opposition in the Lok Sabha, posted on X.

"Till date, respecting the dignity of all former Prime Ministers, their last rites were performed at authorised burial sites so that every person could have the last 'darshan' and pay homage without any inconvenience. Dr Manmohan Singh deserves our highest respect and a memorial. The government should have shown respect to this great son of the country and his proud community," he added. 

Highlighting many of the same issues as her brother, Priyanka Gandhi Vadra said the government should have thought "beyond politics and narrow-mindedness" when it came to Dr Singh's funeral site. 

"By not providing an adequate place for the cremation of former Prime Minister Dr Manmohan Singh, the Government has not done justice to the dignity of the post of former Prime Minister, the personality of Manmohan Singh, his legacy and the self-respecting Sikh community. Earlier, all former Prime Ministers were given the highest honour and respect. Dr. Manmohan Singh Ji deserves this honour and Samadhi Sthal... The government should have thought beyond politics and narrow-mindedness in this matter," Ms Gandhi said.

The Congress MP also claimed that Dr Singh's family was "struggling for space" at the funeral site.

'Cheap Politics'

Hitting out at the Congress and Rahul Gandhi over the claims, BJP President JP Nadda said "cheap politics" was being played over Dr Singh's cremation and pointed out that the Centre had already stated that space would be allotted for his memorial. Repeating a charge that the BJP has frequently levelled against the Congress, he also accused the party of placing its then-president Sonia Gandhi as 'super PM' over Manmohan Singh when he was the Prime Minister between 2004 and 2014. 

"It is indeed ironic that former Congress president Rahul Gandhi and current president Mallikarjun Kharge are not refraining from doing politics even over the sad demise of the country's former Prime Minister, the honourable Manmohan Singh... The Congress, which never gave real respect to Dr Manmohan Singh while he was alive, is now doing politics in the name of his respect. This is the same Congress which tarnished the dignity of the PM post by placing Sonia Gandhi as 'super PM' over PM Manmohan Singh," the Union Minister said in Hindi.

Taking a swipe at Rahul Gandhi for "tearing up" an ordinance passed by the Manmohan Singh cabinet in 2013, the BJP politician also accused the Gandhis of neither respecting nor doing justice to any senior leader who was not from their family. He cited the examples of Sardar Patel, Lal Bahadur Shastri, Atal Bihari Vajpayee, Pranab Mukherjee and PV Narasimha Rao.

"After the death of former Prime Minister Shri Narasimha Rao on 23 December, 2004, there was a demand to build a 'samadhi sthal' (memorial) in Delhi's Rajghat complex, but super PM Sonia Gandhi did not approve it. His body was not even given a place in the Congress office. Congress did not want Narasimha Rao ji's last rites to be performed in Delhi and later his last rites were performed in Hyderabad. It was Prime Minister Shri Narendra Modi ji who also built a 'samadhi' for Narasimha Rao ji in 2015 and honoured him by giving him Bharat Ratna in 2024," he said.

"According to an estimate, Congress governments in the country have named about 600 government schemes, educational institutions, awards, roads, national parks, museums, airports, ports, buildings and sports after the Nehru-Gandhi family, while the number of schemes named after other personalities is very few. Our country will never forget and will never forgive the historical sins of the unprincipled Congress. Rahul Gandhi, Mallikarjun Kharge and other leaders of the Congress party should refrain from such cheap politics," he added.

India's Forex Reserves Drops By $8.4 Billion To $644.3 Billion: RBI

The country's forex reserves dropped by a further USD 8.478 billion to USD 644.391 billion for the week ended December 20, the RBI said on Friday.

In the previous reporting week, the reserves had dropped by USD 1.988 billion to a six-month low of USD 652.869 billion.

The reserves have been declining for the last few weeks, and the drop has been attributed to revaluation along with forex market interventions by RBI to help reduce volatilities in the rupee. The forex reserves had increased to an all-time high of USD 704.885 billion in end-September.

For the week ended December 20, foreign currency assets, a major component of the reserves, decreased by USD 6.014 billion to USD 556.562 billion, the data released on Friday showed.

Expressed in dollar terms, the foreign currency assets include the effect of appreciation or depreciation of non-US units like the euro, pound and yen held in the foreign exchange reserves.

Gold reserves decreased by USD 2.33 billion to USD 65.726 billion during the week, the RBI said.

The Special Drawing Rights (SDRs) were down by USD 112 million to USD 17.885 billion, the apex bank said.

India's reserve position with the IMF was also down by USD 23 million to USD 4.217 billion in the reporting week, the central bank data showed.

"Few Inspired Respect...": Priyanka Gandhi Leads Tributes To Manmohan Singh

Congress leaders, young and old, gathered Thursday night to lament the passing former Prime Minister Manmohan Singh, who died at Delhi's All India Institute of Medical Sciences. The hospital said Mr Singh had "a sudden loss of consciousness at home", where resuscitative measures were started, and that he had been rushed to AIIMS but, "despite all efforts", he was declared dead at 9.51 pm.

Party boss Mallikarjun Kharge and former chief Rahul Gandhi, are both at a centenary session of the Congress Working Committee in Karnataka's Belagavi but are expected back in Delhi soon.

Mr Gandhi grieved the loss of Dr Singh, whom he hailed as a mentor and guide, and of whom he said "millions of us who admired him will remember him with the utmost pride".

"Manmohan Singhji led India with immense wisdom and integrity. His humility and deep understanding of economics inspired the nation," Rahul Gandhi said on X.

Priyanka Gandhi Vadra, who is in Delhi, was among those who rushed to AIIMS this evening. Minutes after Mr Singh's death was confirmed, she posted a long and heartfelt message on X.

"Few people in politics inspire the kind of respect that Sardar Manmohan Singhji did. His honesty will always be an inspiration for us and he will forever stand tall among those who truly love this country as someone who remained steadfast in his commitment to serve the nation despite being subjected to unfair and deeply personal attacks by his opponents," the newly elected Wayanad MP said.

"He was genuinely egalitarian, wise, strong-willed and courageous until the end. A uniquely dignified and gentle man in the rough world of politics."

Meanwhile, two of the party's former Chief Ministers - Bhupesh Baghel of Chhattisgarh and Bhupinder S Hooda of Haryana - and Rajya Sabha MP Abhishek Singhvi were among those posting early tributes.

"I am saddened by the news of the demise of former Prime Minister Dr Manmohan Singh, a great economist... a pioneer of economic reforms in India and one who, through his work, took the country forward on the path of progress and gave it a distinct identity..." Mr Hooda said.

"His departure has caused an irreparable loss to the political world, which will be extremely difficult to compensate in the near future," the party's Haryana leader said.

Mr Baghel, meanwhile, said, "A great national worker has left us today on the final journey of his life. Words are not enough to describe his personality, contribution and service to the nation."

"The country will be grateful to you, Sir. History will always be filled with your contributions."

Mr Singhvi hailed Manmohan Singh as one of the few remaining, if not the last, gentlemen in politics.

The Congress' Delhi unit called Mr Singh's death "an irreparable loss to Indian politics" and said, "May God give peace to the departed soul and strength to his family to bear this sorrow."

Mr Singh's successor, Prime Minister Narendra Modi, also released a statement, with photos of the two leaders interacting at various public events over the years.

"India mourns the loss of one of its most distinguished leaders, Dr Manmohan Singhji. Rising from humble origins, he rose to become a respected economist. He served in various government positions as well, including as Finance Minister, leaving a strong imprint on our economic policy over the years."

"His interventions in Parliament were also insightful. As our Prime Minister, he made extensive efforts to improve people's lives," Mr Modi's handle said.

Manmohan Singh shot to prominence as the Union Finance Minister in the government headed by the late former Prime Minister PV Narasimha Rao.

It was under Mr Singh's stewardship that the Indian economy underwent widespread reforms, including opening up to the global market, which completely transformed the economy.

Manmohan Singh then became Prime Minister after the Congress-led United Progressive Alliance won the 2004 general election. He returned for a second term in 2014.

Mr Singh also served as a member of the Rajya Sabha till April, when he retired.

Manmohan Singh, The Technocrat Who Transformed India's Economy

Dr Manmohan Singh -- former Prime Minister of India, noted economist, technocrat and the architect of India's liberalised economy that achieved high growth from a phenomenal low of the balance of payments crisis, is no more. Singh, who had been ailing for a while, breathed his last at Delhi's All-India Institute of Medical Sciences this evening. He was 92. 

The man seen as the reluctant politician was the automatic choice for Sonia Gandhi when, after an unexpected UPA victory, she stepped away from the post that was her right by rule and tradition. 

Dr Singh's background as Reserve Bank Governor, former finance minister and Secretary General of the South-South Commission and Deputy Chairman of Planning Commission made the choice easy. 

In a first, India was treated to live television proceedings that showed a queue of Congress leaders asking Mrs Gandhi to rethink her decision as she stood shoulder to shoulder to Manmohan Singh. 

While the economy has never looked back after the liberalisation of 1991, delivering an average growth rate that stayed around 8 per cent, Manmohan Singh took the other huge step in 2009. 

The India-US nuclear deal was forged in the fire of a huge political row in the country -- a pullout of support by the CPM and a challenge to Dr Singh's government to prove majority.

The deal he stood by ended the era of sanctions placed on India after the Pokhran 2 nuclear tests of 1998 with partial sanctions by IAEA that covered only the civil nuclear facilities.  

Ironically, a man whose personal honesty has never been questioned came to preside over a government that was marked by a series of scams -- 2G, CWG and Coal block allocations and the resultant policy paralysis of the government - that provided an opening to the Opposition BJP and Narendra Modi to attack the government.

The other huge criticism against his government was sparked by a perception of a dual power centre in the Congress where the power vested with then party chief Sonia Gandhi and not the Prime Minister.

Books by his former media adviser Sanjaya Baru and some other bureaucrats helped to highlight the charge and offered ammunition to critics who accused him of being the weakest Prime Minister India ever had. Dr Singh, however, maintained that history would be kinder to him.

India mourns the loss of one of its most distinguished leaders, Prime Minister Narendra Modi said, shortly after AIIMS-Delhi announced that former Prime Minister Dr Manmohan Singh is no more.

"India mourns the loss of one of its most distinguished leaders, Dr. Manmohan Singh Ji. Rising from humble origins, he rose to become a respected economist. He served in various government positions as well, including as Finance Minister, leaving a strong imprint on our economic policy over the years. His interventions in Parliament were also insightful. As our Prime Minister, he made extensive efforts to improve people's lives," Prime Minister Modi said in a post on X.

The AIIMS said in a statement that 92-year-old Dr Singh was under treatment for age-related conditions. Today, he lost consciousness at home. "Resuscitative measures were started immediately at home. He was brought to the Medical Emergency at AIIMS at 8.06 PM. Despite all efforts, he could not be revived and was declared dead at 9.51 PM," the hospital said.

Union Home Minister Amit Shah too expressed his condolences on the death of Dr Singh, widely regarded as the architect of India's economic reforms under the PV Narasimha Rao government.

"The news of former Prime Minister Dr Manmohan Singh's passing is very sad. From the Governor of Reserve Bank of India to the Finance Minister and then Prime Minister, Dr Manmohan Singh fulfilled major responsibilities in the country's administration. I express my condolences to his family and supporters. May God give peace to his soul and strength to his family to bear this loss," Mr Shah said in a post on X.

Manmohan Singh, 2-Time PM And Architect Of India's Economic Reforms, Dies At 92

Former Prime Minister Manmohan Singh died of age-related medical conditions today, the All India Institute of Medical Sciences (AIIMS) in Delhi, where he was admitted, said in a statement. He was 92.

"With profound grief, we inform the demise of former Prime Minister of India, Dr Manmohan Singh, aged 92. He was being treated for age-related medical conditions and had a sudden loss of consciousness at home on 26 December 2024," AIIMS said.

"Resuscitative measures were started immediately at home. He was brought to the medical emergency at AIIMS, New Delhi at 8.06 pm. Despite all efforts, he could not be revived and was declared dead at 9.51 pm," AIIMS said.

Manmohan Singh was Prime Minister for two terms in the Congress-led United Progressive Alliance (UPA) government from 2004 to 2014. He had been in poor health for the last few months.

The former prime minister is survived by wife Gurcharan Singh and three daughters.

Prime Minister Narendra Modi in a post on X condoled the death of the leader.

"India mourns the loss of one of its most distinguished leaders, Dr Manmohan Singh ji. Rising from humble origins, he rose to become a respected economist. He served in various government positions as well, including as Finance Minister, leaving a strong imprint on our economic policy over the years. His interventions in parliament were also insightful. His wisdom and humility were always visible. In this hour of grief, my thoughts are with the family of Dr. Manmohan Singh Ji, his friends and countless admirers. Om Shanti," he said.

Congress MP Priyanka Gandhi Vadra and her mother Sonia Gandhi reached the hospital as soon as the news of Manmohan Singh's hospitalisation became known.

Manmohan Singh served as finance minister under the then Prime Minister PV Narasimha Rao. He was the architect and the brainchild of economic reforms in 1991 that pulled India from the brink of bankruptcy and ushered in an era of economic liberalisation that is widely believed to have changed the course of India's economic trajectory.

Congress chief Mallikarjun Kharge and party MP Rahul Gandhi were in Karnataka's Belagavi attending the Congress Working Committee meeting when news of Manmohan Singh's death came. Both are returning to Delhi, news agency PTI reported.

Rename Kolkata Protest Point To 'Abhaya Crossing': Doctor's Forum To Bengal

West Bengal Doctors' Forum, an association of medical practitioners in the state, on Wednesday, sent an email communique to Chief Minister Mamata Banerjee to rename Dorina Crossing, a popular protest point in central Kolkata, as 'Abhaya Crossing'.

The junior doctor of Kolkata-based RG Kar Medical College & Hospital who became the victim of a brutal rape and murder within the hospital premises in August this year is referred to as "Abhaya" since the legal system of the country bars revealing the identity of any rape or rape and murder victim.

According to the leader of the forum, the meaning of "Abhaya" is not restricted to the dictionary meaning that it refers to a brave woman. Rather, pointed out one doctor, the name "Abhaya" now symbolises movement for justice, security and honour.

That is why, he added, they want the name of 'Dorina Crossing' to be changed to "Abhaya Crossing".

Currently another association of doctors namely the West Bengal Joint Platform of Doctors is currently holding a protest at Dorina Crossing which will continue till Thursday.

The protest is against the failure of the Central Bureau of Investigation (CBI) to present the supplementary charge sheet against the two accused of tampering with the evidence in the case.

Recently, a special court in Kolkata granted "default bail" to the former and controversial principal of RG Kar Sandip Ghosh and the former SHO of Tala Police Station Abhijit Mondal as CBI failed to file the supplementary charge sheet against them within 90 days from the date of their arrests

Both Ghosh and Mondal were accused of misleading the investigation and tampering with the evidence while the initial investigation in the matter was being carried out by Kolkata Police.

This week, a report from the Central Forensic Science Laboratory (CSFL) surfaced, which has created doubts about the "scene of crime" in the rape and murder case.

On the morning of August 9, 2024, the body of the victim was spotted at the seminar hall within the hospital premises of RG Kar and Hospital, accordingly, first the Kolkata Police and then CBI carried out the investigation considering the seminar hall as the "scene of crime".

However, a report that CGSL has submitted to the CBI agency, has clearly stated that there is no evident sign of fight within the seminar room, sources aware of the development said.

In fact, the CSFL report strengthens the apprehension raised by the section of the medical fraternity in the state since the beginning that the actual "scene of crime" was someplace else and after the rape and murder, the body was shifted to the seminar hall to mislead future investigation.

Whole Industry Will Meet Revanth Reddy Tomorrow: Producer Amid Stampede Row

Film producer Dil Raju has said the entire Telangana film industry will meet Chief Minister Revanth Reddy tomorrow. Mr Raju, who is the chairman of the Telangana Film Development Corporation, said that he would act as a bridge between the film industry and the government.

While addressing the media about the stampede at Sandhya Theatre in Hyderabad during the screening of 'Pushpa 2: The Rule', Mr Raju stated, "The Chief Minister (Revanth Reddy) has scheduled tomorrow's appointment and the entire film industry will meet him. I will act as a bridge between the Telangana Film Development Corporation and the government. Everyone available in Hyderabad will attend."

Earlier, Dil Raju informed that Sri Tej, who got severely injured during the stampede, is responding well to treatment and was taken off the ventilator two days ago. Sri Tej's mother, Revathi, lost her life in the incident.

He visited KIMS Hospital in Secunderabad, Hyderabad, to meet Sri Tej's family. Speaking to ANI, he said that he had previously met Telangana Chief Minister Revanth Reddy to discuss providing support to Sri Tej's family, ensuring that both the film industry and government would offer all necessary assistance.

"He (the child injured in the Sandhya Theatre incident during the premiere of Pushpa 2) is responding (to treatment) and recovering. He was taken off the ventilator two days ago," said Dil Raju.

On Tuesday, actor Allu Arjun was questioned by Hyderabad police in connection with the tragic incident during the premiere of his film on December 4.

Meanwhile, the father of the injured child, Bhaskar, expressed gratitude for the support they are receiving. "The child responded after 20 days. He is responding today. Allu Arjun and the Telangana government are supporting us," he said.

On December 4, when Allu Arjun attended the premiere of 'Pushpa 2: The Rule' at Sandhya Theatre, a massive crowd gathered to catch a glimpse of the actor. Chaos ensued when he waved to fans from the sunroof of his car, leading to the stampede.

Following the incident, Allu Arjun was arrested and later released on bail after furnishing a Rs 50,000 bond.

"Some Trying To Pull Down Telugu Actors": Anurag Thakur Backs Allu Arjun

BJP MP Anurag Thakur on Wednesday came out in support of 'Pushpa 2' star Allu Arjun and suggested that some people are trying to tarnish the image of Telugu actor.

Although the specifics of Mr Thakur's statement are unclear, it's likely a response to the ongoing tensions between the Congress government in Telangana and the BJP.

"If you look at the contribution of Telugu actors in the film industry, they have put the film and Indian cinema on the global map. But some people are trying to pull them down on floor map," Anurag Thakur told ANI.

The BJP leader was reacting to the actions of the Telangana police against actor Allu Arjun after a stampede incident at a theatre during the premiere of his film 'Pushpa 2: The Rule'.

"If you look at the last few years, Allu Arjun got the National Award in Narendra Modi's government, Chiranjeevi got the Lifetime Achievement Award and their contribution has been appreciated by the whole country and the world. On the other hand, look at the films, whether it is 'RRR', 'Pushpa', 'KGF', 'Baahubali' all of them have brought fame to Indian cinema. I think instead of creating controversy, efforts should be made to have a dialogue, take care of safety and not do politics," he added.

Anurag Thakur said that the statements of Congress leaders and MLAs in the state put question marks on the intention of the state government.

Earlier in the day, Telangana Congress MLA Bhupathi Reddy issued a stern warning to actor Allu Arjun, threatening to prevent the release of his films in the state unless he refrains from making further comments about the Chief Minister.

Speaking at a public meeting in Nizamabad, Mr Reddy stated that Mr Arjun should respect his position as an actor and stay focused on his career.

The Congress MLA said, "I am warning you not to speak about our Chief Minister. You're from Andhra and should behave like one. You have come here for livelihood. I am speaking as a ruling party MLA, so respect the position given to you and do your business. You are just an actor. You do your work and live; what is your contribution to Telangana? We are issuing a warning to you -- if you don't change your behaviour, Congress workers will not let your movies run."

Ola Driver Casually Watches Videos While Driving, Mumbai Police Reacts

A video posted on X has sparked concerns about the safety measures in place for Ola cab customers. The footage, recorded by a passenger in Mumbai, shows the cab driver watching cooking videos, including an omelette-making recipe while driving on a busy road. The passenger, who shared the video on X, criticised Ola for the driver's reckless behaviour, accusing him of putting lives at risk. The video captures the driver's phone positioned next to the steering wheel, playing videos that include clips from the TV show Big Boss. The driver is seen swiping through the videos while continuing to drive, raising serious questions about Ola's safety protocols.

The passenger also pointed out that Ola's scooters have been prone to catching fire, resulting in numerous customer complaints. He urged the company to take immediate corrective action to address these safety concerns and prevent similar incidents in the future.

"Dear Ola, Your driver is learning how to cook an omelette while driving at the cost of risking our lives. Your scooters are already on fire, hope you take corrective measures before this one also turns up in flames and soon turns into ashes," the tweet read.

Mauritius Foreign Minister Visits Ayodhya Ram Temple, Says "Very Impressed"

Mauritius Minister of Foreign Affairs, Regional Integration, and International Trade, Dhananjay Ramful, said on Tuesday, that he wanted to visit Ram Temple in Ayodhya after the elections in Mauritius and added that he is impressed by the temple built in Ayodhtya.

Speaking to news agency ANI, he praised Prime Minister Narendra Modi and Uttar Pradesh Chief Minister Yogi Adityanath for the development in Ayodhya and temple. He said that started his visit from Banaras and visited Kashi Vishwanath Temple there.

Speaking about his visit to Ram Temple, Dhananjay Ramful said, "I came here on a private visit. You know, there was the general election in Mauritius and after the general election, I always wanted to come here. It was my wish to come and have the darshan of Lord Ram. So I started my pilgrimage in Banaras. I went to the Kashi Vishwanath Mandir and then I came over here to Ayodhya to get the blessings of Lord Ram."

Praising PM Modi and Uttar Pradesh CM Yogi Adityanath for development in Ayodhya, he said, "I have to congratulate the Chief Minister, Yogi Ji, Prime Minister Narendra Modi for whatever they've done here with regards to the development here in Ayodhya as well as the temple. It's a great temple and it is something very immense and I feel very proud as well. I was very much impressed by the temple that was built here."

Earlier this year, PM Modi led rituals at the Pran Pratishtha ceremony in the sanctum sanctorum of the Shri Ram Janmaboomi Temple of Ram Lalla. The magnificent Shri Ram Janmbhoomi Mandir is constructed in traditional Nagara style.

The pillars and walls of the temple showcase intricately sculpted depictions of Hindu deities, gods, and goddesses. In the main sanctum sanctorum on the ground floor, the childhood form of Bhagwan Shri Ram (the idol of Shri Ramlalla) has been placed.

Earlier in November, External Affairs Minister S Jaishankar congratulated Dhananjay Ramful on his appointment as the Minister of Foreign Affairs, Regional Integration, and International Trade of Mauritius.

In a post on X, S Jaishankar said that he looks forward to working closely with Dhananjay Ramful to strengthen the "special ties of friendship" and deepen the multi-faceted cooperation.

In Close Contact With All 7 Indians Hurt In Germany Car Attack: Embassy

The Indian Embassy in Berlin on Monday said it has been in "close contact" with all the seven Indians who were injured in an attack at the Magdeburg Christmas market in Germany last week.

"@EOIBerlin has been in close contact with all the seven Indians injured in the attack at the Magdeburg Christmas Market on Dec 20, 2024. Three of the Indians have been discharged, while the remaining are under treatment. Mission is in regular touch with them and actively providing requisite support. Mission is also in touch with their families. @PMOIndia @DrSJaishankar @MEAIndia @diaspora_india @IndianDiplomacy," the Indian Embassy posted on X.

Seven Indians were injured in the deadly car-ramming attack in the eastern German city of Magdeburg and the Indian Embassy in Berlin was providing them all possible assistance, PTI reported quoting sources on Saturday night.

A 50-year-old man drove his car into the crowd at the Christmas market on Friday evening, leaving at least five people, including a nine-year-old, dead and nearly 200 injured, German authorities said.

The Ministry of External Affairs said in a statement on Saturday, "We condemn the horrific and senseless attack." "Several precious lives have been lost and many have been injured. Our thoughts and prayers are with the victims," it added.

Chandrababu Naidu's Party Launches Its First Membership Drive In Delhi

Close to 500 people registered themselves today as members as the Telugu Desam Party or TDP, a BJP ally, launched its first-ever membership drive in Delhi, drawing an enthusiastic response.

Held at the Masonic Center of India, the membership drive marks a pivotal moment for the TDP as it expands beyond Andhra Pradesh.

The membership drive was led by the Krishna Mohan Alapati, TDP's Delhi leader. He addressed the members about the party's vision of progress and development. Mr Alapati also praised the leadership of N Chandrababu Naidu, party chief and the Chief Minister of Andhra Pradesh.

"It is not just a TDP drive, it is a drive to strengthen the National Democratic Alliance (NDA) and TDP...The drive is very good. A large number of people are arriving to participate in this drive...The party is doing well under the leadership of Nara Lokesh and Chandrababu Naidu...Andhra Pradesh is also growing fast...," Mr Alapati said. 

The alliance of TDP, BJP and Janasena won a landslide victory in the state, bagging 21 parliamentary and 164 assembly seats. The TDP won 16 Lok Sabha seats, BJP three and Janasena two, decimating the Jagan Mohan Reddy-led YSR Congress Party (YSRCP). Out of 25 Lok Sabha seats, NDA won 21 seats while the YSRCP managed to win only four seats.

Six years after severing ties, the TDP joined the BJP-led NDA alliance in the 2024 Lok Sabha elections.
 
Andhra Pradesh also played a crucial role in Lok Sabha elections with its 25 parliamentary seats, making the TDP's influence pivotal in the NDA's overall strength.  

The party's alliance with the BJP in the NDA adds diversity and depth to the coalition, ensuring that Southern India has a strong voice at the center. This nationwide membership drive sends a strong message about the party's inclusivity and its intent to represent regional interests on a national platform.

Man Runs Tractor Over Brother In Karnataka, Then Surrenders To Cops

A man has been arrested for running a tractor over his younger brother and killing him in a remote village in Karnataka's Belagavi district, allegedly over a property dispute, the police said on Sunday.

The incident, which took place on Saturday, was reported from Yaragatti Taluk under Murgod police station limits.

Maruti Bavihal (30) ran the tractor on his younger brother Gopal (27) killing him instantaneously.

Just recently, the ancestral property was divided between the three brothers. Each brother got a tractor, said the police, but Gopal was not happy and frequently fought with his elder brother.

The elder brother lost his temper and ran the tractor over his brother and then surrendered, said the police.

Shield Constitutional Bodies From Political Influence: Top Court Judge

India must protect the integrity of its constitutional institutions from outside interference, including those that are politically motivated, said Justice PS Narasimha, Judge, Supreme Court of India, on Sunday.

Justice Narasimha was delivering the Justice ES Ventakaramiah Centennial Memorial Lecture, organised by the National Law School of India University (NLSIU) in Bengaluru.

Justice Venkataramiah served as the 19th Chief Justice of India. He previously served as a judge of the Karnataka High Court, as well as the Advocate General of Mysore. According to the Supreme Court Observer, he was a part of benches that pronounced 720 judgments. Of these, he authored 256 judgments during his term at the Supreme Court.

In his lecture, Justice Narasimha said integrity of the institutions can be maintained only by putting in place safeguards in the appointment, decision making and removal process of individuals who helm these institutions.

He also added that the topic of the memorial lecture, 'Reimagining Constitutional Institutions: Integrity, Efficiency, and Accountability' is relevant, as Justice Venkataramiah belonged to that generation of judicial statesmen who played an active role in developing and sustaining institutions.

Justice Narasimha dwelled in detail about the role of 'Fourth Branch Institutions' like the Election Commission, the Comptroller and Auditor General of India, Union and State Public Service Commissions, and the National Commissions for SCs, STs, and OBCs.

Giving the example of the Election Commission, for instance, the justice said, "Today, we take it for granted that there is a separate body outside the executive to hold elections for Parliament and state legislatures.

However, it is important to recognise that before its institutionalisation, it was possible for elections to be conducted through the executive branch," said the judge.

He lauded the vision of India's constitution-makers who chose to institutionalise the superintendence, direction and control of elections through a body outside the Executive.

"I am amazed by the foresight of our constitution makers to provision sub-article (2) to Article 324 to enable appointment of such number of Election Commissioners, over and above the Chief Election Commissioner, to constitute the Commission," said Justice Narasimha.

He went on to add that the non-constitutional fourth branch institutions like the Central Vigilance Commission and the Central Information Commission, can also be categorised under 'integrity institutions', which should be insulated from political influence.

He also said our Constitution is not a mere legal document, but an instrument of social change. He said it has clearly demarcated constitutional spaces for the traditional three branches the executive, the legislature, and the judiciary.

"There is the occasional trespass, if I may use that term; there is a contestation as to the custody of Constitutional spaces, but that only underlines that there is a system of checks and balances," he added.

According to him, these checks and balances are put in place by the 'Fourth Branch institutions'. "We need other institutions or procedures which can make the traditional branches accountable, accessible and open to the citizenry." We need institutions that can withstand political tribulations, hold power wielding officials accountable and ensure a smooth democratic process," said the judge.

He also talked about how the citizenry is entitled to ask questions at the traditional branches and receive replies in an accountable manner.

"The Information Commissions constituted under the RTI Act is also body of immense constitutional significance as it further ensures accountability and transparency in government functioning by creating a mechanism for citizens to access information from public authorities," said the justice.

Adding that their independence from the government is a hallmark of their functioning, Justice Narasimha said, for this, the RTI Act secures the appointment, tenure, conditions of service, and removal of their officers.

Despite the importance of 'integrity institutions', Justice Narasimha said as citizens we have glossed over the significance and underestimated the capacity and relevance of these institutions.

"There is hardly any discussion, reflection and scholarship on public institutions. Importantly, we have collectively failed to re-invigorate and recast some of our institutions which are stuck in an analogue mode in a digital world," he added.

He also highlighted the tasks that lie ahead of us as a constitutional democracy, like fixing infrastructural and enforcement failures, as well as lack of autonomy.

"My attempt today was only to kindle a serious conversation around how our institutions work. A conversation which I hope will be sustained one 'not just in terms of legal scholarship, but also which will contribute to the actual working of our democratic Constitution," added Justice Narasimha.

ISRO To Study How Crops Grow In Space On PSLV C60 Mission

Demonstration of seed germination in outer space, a robotic arm to catch a tethered debris there, and testing of green propulsion systems are some of the experiments planned on the POEM-4 -- the fourth stage of ISRO's PSLV rocket that remains in orbit after launching a satellite.

The PSLV-C60 mission, slated for an yearend launch, is scheduled to place the twin satellites 'Chaser and Target' to demonstrate the space docking technologies that are crucial for building India's space station.

The PSLV Orbital Experiment Module (POEM) will carry 24 experiments -- 14 from various ISRO labs and 10 from private universities and start-ups -- to demonstrate various technologies in space.

ISRO plans to grow eight cowpea seeds from seed germination and plant sustenance until the two-leaf stage in a closed-box environment with active thermal control as part of the Compact Research Module for Orbital Plant Studies (CROPS) developed by the Vikram Sarabhai Space Centre.

The Amity Plant Experimental Module in Space (APEMS), developed by Amity University, Mumbai, plans to study the growth of spinach in a microgravity environment.

Two parallel experiments will be carried out simultaneously -- one on POEM-4 in space and one on the ground at the university.

The experiment's outcome will provide insights into how higher plants sense the direction of gravity and light.

The Debris Capture Robotic Manipulator, developed by VSSC, will demonstrate the capturing of tethered debris by a robotic manipulator using visual serving and object motion prediction in the space environment.

The robotic manipulator will be capable of capturing free-floating debris and refuelling tethered and free-floating spacecraft in future POEM missions.

Mumbai-based start-up Manastu Space will test Vyom-2U, the green propulsion thruster, that uses a blend of hydrogen peroxide and in-house additives as fuel, with the goal of providing a safer and higher-performing alternative to hydrazine for space applications.

The Varuna payload, developed by Piersight Space-Ahmedabad, is an in-orbit demonstration of a Synthetic Aperture Radar (SAR) in a CubeSat form factor.

This mission marks the initial step towards establishing a constellation of SAR and Automatic Identification System (AIS) satellites, aiming to provide persistent, near real-time monitoring of all human and industrial activity at sea.

Gurugram Boy, 12, Wants Online Classes, Sends Bomb Threat To School

A 12-year-old student of a private school allegedly sent a bomb threat e-mail to the institution in an attempt to shift to online classes, police said on Saturday.

An FIR was registered at the Cyber Crime (South) police station and the student was identified, they said.

According to a Gurugram police spokesperson, on December 18, a complaint was received from the authorized person of Shriram Millennium school, sector 65 regarding the school receiving a bomb threat on their email.

Investigations traced the e-mail to be of a 12-year-old boy, Station House Officer Naveen Kumar said.

During interrogation the boy revealed that he is a student of the same school and he had sent the e-mail with the intention of prompting the school to switch to online classes, the SHO said.

"He said that he had mistakenly sent the mail without understanding the gravity of his actions. The student is cooperating with the investigation and a probe is underway", the spokesperson said.

ISRO Drafts Its First 'POEM' To Study How Life Works In Space

India for the very first time is flying biological experiments into space using a homegrown rocket. The next launch of the Polar Satellite Launch Vehicle (PSLV) will see not one, but three biological experiments with living cells being rocketed into space. Keeping living things alive in the hostile near vacuum of space is a hugely challenging task.

India will fly living biological material from plants such as spinach, cowpea, and gut bacteria - three different experiments are being planned to be flown onboard the PSLV Orbital Experimental Module-4 (POEM-4).

Keeping any organism alive in space is a challenge as all life support systems have to be provided in a small sealed box. The results of the experiments also have to be gathered remotely. This is on the fourth stage of the PSLV which the Indian Space Research Organisation (ISRO) makes available to academics to conduct experiments in the real space environment.

"In a first such venture, ISRO is flying live biological experiments into space from India. We would have had to start studies on astrobiology sooner than later, and now ISRO will write a whole new poem using the PSLV experimental platform and let Indian biologists explore all aspects of how life can survive in the hostile environment of space," ISRO Chairman Dr S Somanath said.

The next mission of the PSLV named C-60, scheduled very soon, is actually a hugely experimental mission with the main experiment being the Space Docking Experiment (SPADEX) where ISRO will show for the first time docking and undocking of two Indian satellites in space.

But in an effort to promote testing of new ideas and technologies, ISRO has made the POEM platform available to Indian start-ups and its own in-house scientific teams to try out novel ideas. In the next mission, 24 payloads will be tested on the fourth stage of the PSLV.

The biological experiments being flown may seem small and elementary in comparison to the huge biological experiments conducted onboard global space stations, but then at some point ISRO had to initiate studies of how life forms perform in space.

It is a small biological step by ISRO that will propel India closer to the Gaganyaan mission where India seeks to fly an Indian into space from Indian soil on an Indian rocket. More detailed experiments could also be planned on the Bhartiya Antariksha Station that will come up by 2035.

Scientists from Amity University, Mumbai are testing how cells of common spinach perform in the near zero gravity environment of space. Scientists from the Amity Centre for Excellence in Astrobiology led by Dr AW Santhosh Kumar, Vice Chancellor, and his nine-member team are trying to decipher how a mass of cells derived from Spinacea oleracea will perform in space.

Rather than flying full spinach plants tissue culture, grown cells will be used as an experimental model.

Dr Kumar said his team has designed a biological payload to be set on orbit through ISRO with an objective to study the possibility of food and nutrition during space missions. The experiment aims at real time monitoring of the biological payload in space.

Dr Kumar in his earlier avatar as a researcher in the US has flown human cell samples to the International Space Station and so, he has experience of conducting astrobiology experiments.

In another live experiment using gut bacteria, undergraduate students from RV College of Engineering, Bengaluru are flying RVSAT-1, India's first microbiological payload.

In an enclosed capsule, the gut bacterium Bacteroides thetaiotaomicron will be sent into space to better understand them. The team wants to explore the implications of bacterial growth on gut health and gene regulation, providing valuable data for understanding human physiology in space.

An in-house team of ISRO's Vikram Sarabhai Space Centre (VSSC), Thiruvananthapuram, using the Compact Research Module for orbital Plant Studies (CROPS) will demonstrate how seeds and leaves of cowpea germinate in near zero gravity environment of space. Seedlings lose orientation when grown in microgravity conditions.

"Studying plant growth in space is new to ISRO and the 15-member team is very excited to see the results," said T Latha, Deputy Director of VSSC.

Dr Somanath said these are the first baby steps that could result in mega biological experiments to be undertaken onboard the Bharatiya Antariksha station.

"Supporting startups and researchers outside ISRO greatly helps India's large scientific pool get a feel of the space environment," Dr Somanath said.

Six-Storey Building Collapses In Punjab's Mohali, Five Feared Trapped

A six-storey building collapsed in Mohali district in Punjab on Saturday evening, trapping five people under the debris, officials said.

Rescue operations are ongoing, and one person has been rescued and taken to the hospital.

"Operation is underway. The National Disaster Response Force (NDRF), police and fire teams are at the spot. The reason behind this mishap will be investigated," Senior Superintendent of Police Deepak Pareek told the media.

Authorities estimate five people may be trapped under the rubble.

A National Disaster Response Team (NDRF) team has reached the spot. The fire brigade is also participating in the operation.

Punjab Director General of Police Gaurav Yadav, Anandpur Sahib MP Malwinder Singh Kang and Mohali MLA Kulwant Singh reached the spot to oversee the rescue operation.

Chief Minister Bhagwant Mann in a post on X said, "Sad news has been received that a multi-storey building near Sohana in Sahibzada Ajit Singh Nagar (Mohali) has collapsed. The entire administration and other rescue teams have been deployed at the spot. I am in constant touch with the administration."

"We pray that there is no loss of life, we will also take action against the culprits. Appeal to the people to cooperate with the administration," he added.

A local resident said a loud noise was heard when the building collapsed. Preliminary information suggests that the building collapsed after a basement was dug in a nearby area.

Media reports say a gym was operating on all three floors of the building that has collapsed and five to eight people may be trapped under the debris.

Teams of the NDRF, police and district administration are on the spot and are carrying out rescue and relief operations on the site of the accident. Medical teams have also been kept on standby.

High-Security Jail To Come Up In Mumbai As State Passes Prison Reform Bill

The Maharashtra legislative assembly here on Friday passed a bill seeking to reform the prison system in the state.

The Maharashtra Prisons and Correctional Services Act, 2024, is based on the Model Prisons Bill, 2023, sent by the Centre to the states, Chief Minister Devendra Fadnavis told the House.

A high-security prison and detention centre will be set up in Mumbai, while a new prison being built in Pune will be a two-storey facility, he added.

A plot of land has been finalised for the new prison in Mumbai, the CM said.

As many as 1,600 accused who have got bail continue to stay in prison in the state for the lack of money to pay for bail bond, he informed.

The bill provides for categories of prisons such as special prison, open prison for women, temporary prison and open colony. Open prisons and open colonies will help with rehabilitation and reintegration of former jail inmates after their release, Fadnavis said.

The bill also provides for the constitution of a 'prison and correctional prison force'.

A welfare fund for prison staff and another fund for the welfare of prisoners is also an important feature of the legislation, the CM said.

It also provides for better segregation of various categories of prisoners and their special needs as women, transgenders, under-trial prisoners, convicts, high-risk prisoners and habitual offenders.

The bill also makes provisions for a grievance-redressal mechanism for prisoners, after-care rehabilitation service, and a separate women's ward in prison hospitals.

An undertrial review committee will be set up in every district for periodical review of all undertrial prisoners and to take measures for speedy disposal of cases and make appropriate recommendations to trial courts.

Technology including biometrics, closed-circuit television (CCTV), scanning and detection services, Radio Frequency Identification and video conference facilities will be used for effective management and supritendence of prisons and to ensure the safety of inmates, the CM said.

The entire prison administration will be computerized, the chief minister said.

Congress MLA Nana Patole and Sanjay Kute (BJP) said prison reforms should not lead to a situation where criminals would like to remain in jail. There should be no lavishness, they said.

D Fadnavis assured that there would be no "five-star facility", adding that the reforms aim to protect human rights of jail inmates.

Kute said social health will be affected if criminals get lavish treatment in jail.

Aaditya Thackeray (Shiv Sena UBT) said artificial intelligence should be used to create digital footprint of prisoners so that care can be taken after a prisoner walks out of the jail. D Fadnavis said the use of AI for this purpose will take time.

Sana Malik (NCP) said the right to health is part of the right to life. Mumbai's Arthur Road Jail has the capacity to accomodate 804 inmates but some 3,000 prisoners are lodged there, she claimed.

D Fadnavis conceded that the number of doctors available is small in view of the number of prison inmates. "We will focus on reducing the number of undertrials," the chief minister said.

Parents On Mumbai Ferry Planned To Throw Their Kids In Water: CISF Rescuers

The panic-stricken parents onboard an ill-fated tourist ferry were thinking of tossing their children into the sea water as a desperate measure after their boat started sinking off Mumbai, but a team of CISF marine commandos stopped them with an assurance that everyone will be saved.

CISF constable Amol Savant (36) and his two colleagues became the "first responders" after the December 18 accident. Their patrol boat reached the accident site off the Mumbai coast around 4 pm, and they decided to utilise the "golden hour" for first saving the most vulnerable, including the children.

Fourteen people were killed after a Navy boat rammed into the tourist ferry -- 'Neel Kamal' -- on way to the Elephanta Island from the Gateway of India in Mumbai late Wednesday afternoon.

"We were on routine patrol at some distance off the shore when our walkie talkie crackled to inform us that a passenger ferry was sinking. I asked the pilot (speed boat driver) to go full throttle and we reached the accident site about 3-4 kms away in no time," Savant told PTI here.

He said he was "astonished to see the accident site. But being a trained soldier, I understood what was to be done and how." "We saw people were ready to throw their children in the ocean water thinking that they would be saved from the sinking ship. I asked them not to panic and not attempt this. We took charge of the situation soon," said the jawan, who is posted with the CISF unit that guards the Jawaharlal Nehru Port Trust (JNPT), Navi Mumbai.

Savant said he too was "shaken initially when he reached the site but then when I saw the children hanging dangerously from whatever was left of the sinking ferry and their helpless parents, I and my colleagues just caught hold of the children and brought them in our boat." The jawan says they rescued about 6-7 children in the first go followed by women and men.

"There were many hands raised towards us, some screaming, some just requesting to save them. We don't know how many exactly but we were able to help and rescue as many as 50-60 people who were onboard that ill-fated ferry," Savant, who joined the CISF in 2010, said.

Sub Inspector (SI) Kheioka Sema (38), posted with the CISF unit that provides counterterrorist security cover to the JNPA, was in the second patrol boat that reached the spot.

"I saw a lady who was in the water wearing a life jacket but she had raised her hands in anticipation that she would be rescued. We rushed to her and gently asked her to put her hands down else the jacket would slip and she would start drowning," Sema said.

She was saved, he said.

SI Sema, who joined the paramilitary force in 2018, said they administered cardiopulmonary resuscitation (CPR) to maybe 10-12 persons to bring them back to senses and drain out the water they had swallowed.

The two CISF personnel, who had come to Delhi for official work, said a foreigner couple onboard the ferry acted as 'Good Samaritans' as they came forward for help and administered CPR to a number of victims.

"We fanned out to scan about a 300-metre radius looking for life. Our teams also picked up bags, life jackets and other stuff from the ocean water the passengers of 'Neel Kamal' were carrying," Sema said.

The two personnel and their other colleagues have been trained in marine operations, commando tactics and amphibious survival and combat techniques.

"Our personnel who are posted to guard sea ports are essentially trained in marine commando operations, combat and survival techniques. They provide an armed security cover to such facilities against any sabotage or terrorist threat," CISF chief spokesperson and Deputy Inspector General (DIG) Deepak Verma said.

"These men and women are also taken to the Chilika lake in Odisha as part of a special marine training capsule. We are proud of these personnel who were part of the rescue operation in Mumbai," he said.

The force, as per officials, will recommend the names of the personnel who were involved in this rescue operation for the 'Jeevan Raksha Padak' (or the life saving medal) apart from granting them the highest recognition in their service records.

"The accident site was way beyond the area of responsibility of our two security units deployed at the Jawaharlal Nehru Port Authority (JNPA) and the Mumbai Port Trust but the personnel displayed fine professionalism and devotion to duty by being the first responders to the tragedy and saving numerous lives," a senior CISF officer said.

"It Felt Like Hell": Truck Driver Who Dodged Death In Jaipur Fire

With a desperate lurch to the left, trucker Sumer Singh dodged death on the Jaipur-Ajmer Highway, where a massive ball of fire waited for him. He got away with some burns, but many were not so lucky.

Sumer Singh, 40, was on his way towards Vishwakarma Industrial Area like any other day when suddenly a scene straight from hell appeared before his eyes.

To prevent driving straight into the fire, Sumer Singh, without wasting a moment sent his truck off the road with a lurch to the left, jumped off it as soon as it stopped, and ran for his life.

Sumer Singh survived but his truck was completely burnt.

Eleven people died, while more than 35 suffered burns on Friday when an LPG tanker collided with a truck, sparking a huge fire that turned a stretch of the Jaipur-Ajmer highway into an inferno.

The accident that happened around 5 am caused the truck to leak gas, setting an around 300 metres stretch of road ablaze, and trapping at least 37 vehicles in its flames.

The vehicles included two buses and as many cars but most of them were trucks, trailers and containers.

The fire was so severe that the water tenders struggled to reach the burning vehicles for a long time.

Some of the trucks were parked along the highway with their drivers and cleaners sleeping inside.

One of the vehicles that caught fire was a private sleeper bus, on its way to Jaipur coming from Udaipur. As fire engulfed the bus, passengers struggled to get out.

"I was going to Vishwakarma Industrial Area with my truck from Bagru at around 5 am to load some goods. It was very cold and I was going at a normal speed. At one point, about 200 metres ahead, I saw a cloud of smoke, high up in the sky," Singh, who still couldn't believe what struck him, told PTI.

"It felt as if hell was in front of me. I veered the truck completely to the left, jumped out and ran. When I looked back from afar, I could see nothing but fire," he said.

"I do not even know how I managed to run so fast at this age. When I returned to the truck, I saw many vehicles had caught fire by then. People shouted for help. Nobody knew what had happened. Suddenly, a man came out from the flames. He had no clothes on his body and it was burnt. We had no means to help him," he said.

According to Sumer Singh, most of the people struck by the tragedy were truck drivers and helpers and bus passengers.

"After some time, the fire brigade and ambulance arrived with sirens blaring. They first found it difficult to navigate through the fire. After some time, when the sunlight came, we found not a single vehicle was left intact. There were only burnt vehicles all along the highway," he said.

Bablu Gujar, 21, a student, suffered 15 per cent burns.

His brother on his way from Gujarat, said, "I was informed that my brother had been injured in the fire. I do not know where he was going and how he got trapped there. I am travelling to Jaipur now." Faizan, 20, from Udaipur, had left for Jaipur for some work on a bus last night. He received 50 per cent burns.

"The bus was about to reach Jaipur. I was expecting a call from him that he had reached but a call from the hospital shook us," Saleem, his father, said.

Faizan's family members, who reached the accident spot, struggled to locate him in the violent chaos the fire had left in its wake.

According to authorities, most of the victims were male, many of whom in a critical state.

A school van driver told PTI that the flames were visible from a kilometre away and the highway was a scene of chaos.

"As I got closer to the spot, I saw people scrambling to save them and shouting for help. I saw a man engulfed in flames. It was frightening," he said.

All doctors and nursing staff were called from their homes at Sawai Man Singh Hospital to cater to the wounded.

Rajasthan Chief Minister Bhajanlal Sharma and Health Minister Gajendra Singh Khimsar reached Sawai Man Singh Hospital to oversee the operations.

"The hospital authorities have prepared another ward to accommodate the victims. Other surgeons were also called to help the team of plastic surgery doctors," Dr Deepak Maheshwari, principal, SMS Medical College, said.

Another official said many people were brought to the hospital in a terrible state.

"Some bones were also brought. This was unprecedented. Many people flinched at the sight," he said.

As soon as the news spread, politicians from both ruling and opposition parties started visiting the hospital.

Assembly Speaker Vasudev Devnani, ministers Rajyavardhan Rathore, Kirodi Lal Meena, state Congress chief Govind Singh Dotasra and several MLAs were some of them.

The fear of an infection made the hospital administration bar people from going inside the ICU and other wards.

A team from the district administration was deployed to the hospital to help people contact the relatives of the victims and locate the missing.

Helpline numbers have also been issued. Those who were in a position to talk were asked for the numbers of their family members.

The owner of a private travel bus on the way to Jaipur was contacted and the list of passengers was sought from him.

The incident made fresh memories of another fire that broke out in the IOC oil depot in Sitapura, nearly 16 km from the city, in 2009. The blaze killed about a dozen people and burned around 300 more.
