Jharkhand Railway Accident: Tracks Restoration Work On, 7 Trains Cancelled

Efforts were on to restore tracks with the movement of trains remaining affected for the second consecutive day on Wednesday following the derailment of the Howrah-Mumbai mail in Jharkhand's Seraikela-Kharsawan district, officials said.

All the coaches and wagons have been removed from the tracks, they said.

Two persons were killed and 22 others injured after 18 coaches of the Howrah-Mumbai Mail derailed at Potobeda village near Barabambo station in South Eastern Railways's Chakradharpur division on Tuesday morning.

"All the coaches and wagons have been moved from the track... We are trying to fast-track the restoration of one of the three lines. It should be functional today," Aditya Kumar Choudhary, Senior DCM of Chakradharpur, told PTI.

In a statement, the South Eastern Railway said the bi-directional third line is tentatively planned to be made operational by Wednesday.

Seven trains have been cancelled during the day. These are the 08163/08164 Chakradharpur-Rourkela-Chakradharpur Special, 12768 Santragachi-Nanded Express, 08602 Hatia-Tatanagar Special, 08195 Tatanagar-Hatia Special, 18190 Ernakulam-Tatanagar Express, 18114 Bilaspur-Tatanagar Express and 12872 Titlagarh-Howrah Express, it said.

"Some trains will also be short-terminated," it added.

The crash had prompted the railways to divert or cancel around 35 trains on Tuesday.

The opposition Congress, JMM and the TMC criticised Railway Minister Ashwini Vaishnaw for the accident and advised him to focus on passenger safety.

The railways made an ex-gratia payment of Rs 10 lakh each to the families of the two deceased passengers -- P Bikash and Ajit Kumar Samal, both from Odisha's Rourkela.

The railways also paid Rs 1 lakh each to the eight people who suffered minor injuries.

Protesting Students Start Indefinite Strike Over Delhi Basement Deaths

The civil services aspirants, who are protesting outside Rau's coaching centre in Old Rajinder Nagar on Tuesday went on an indefinite hunger strike, demanding action in the case of the death of three students.

One of the protesting students said that ten aspirants have started an indefinite hunger strike till their main demands, including compensation of Rs five crore to the victims' families, are met.

"Somewhere we had a brief hope that the administration will listen to us, we will be heard, heard by the UPSC coaching lobby, heard by the authority, but after four days we have come to a realisation that this protest is going nowhere," said a woman, who is on a hunger strike.

"We are not taken seriously. Just because we are aspirants, they think that we will break and after some days we will go back to our studies. So here we are to make sure that this incident does not disappear till justice is served," she stated.

The main demands are compensation of Rs five crore to the victims' families, all the details of the FIR filed in the incident, the committee should report within a specified time frame and prohibition on using basements for libraries and classes across Delhi, another protestor added.

Three civil services aspirants died on Saturday evening after water from a flooded drain gushed into the basement of Rau's IAS Study Circle in Old Rajinder Nagar where a library was set up.

20 Coaching Centre Basements Sealed For Violating Norms After Delhi Tragedy

The Municipal Corporation of Delhi (MCD) has sealed the basements of six more coaching institutes in Central Delhi's Old Rajinder Nagar and one in North West Delhi's Mukherjee Nagar in a crackdown on illegally run establishments following the tragedy on Saturday in which three civil services aspirants died.

Several prominent coaching institutes like Dristi (The Vision) are among those facing action. The civic body also carried out an anti-encroachment drive in Old Rajindra Nagar to demolish structures that were covering the storm drains that led to flooding in the area, officials said on Monday.

The sealing drive will also be carried out against establishments illegally using basements for commercial activities in other parts of the city, MCD commissioner Ashwani Kumar told reporters.

So far, 20 basements of coaching centres that were illegally being used either as libraries or for providing classes in both Rajendra Nagar and Mukherjee Nagar have been sealed, the officials said.

"Till Sunday we took action against 13 basements of coaching institutes running in Rajendra Nagar. On Monday we resumed the sealing drive and sealed six more basements of such institutes in the same area.

"The MCD also carried out an anti-encroachment drive to remove structures covering the storm drains.

"Additionally, the basement of a coaching institute has been sealed in Mukherjee Nagar, where a sealing drive was also carried out by us," Delhi Mayor Shelly Oberoi said.

The names of prominent coaching centres which came under the MCD scanner on Monday include -- Drishti IAS Institute, Vaji Ram and Ravi IAS hub, and SriRam IAS Institute in Rajinder Nagar and Drishti (The Vision) in Mukherjee Nagar, according to an official statement.

Three basements in the building of Vaji Ram and Ravi IAS hub were sealed, it said.

The crackdown comes two days after three civil services aspirants died after a library housed in the basement of their coaching centre, Rau's IAS Study Circle, in Rajinder Nagar was inundated following heavy rain, and reportedly led to the failure of the single biometric entry and exit point.

"Whereas it has been brought to my notice that basement of single unit local shopping centre, Vardhman Mall, Nehru Vihar, (combined Basement of Tower 1, 2 and 3) is being used for coaching centre, teaching centre, institutes in the name and style as Dristi (The Vision) the instance of owner and occupier in violation of clause 15.9 of MPD-2021," read the notice pasted at the entrance of a coaching centre in Mukherjee Nagar.

Similar, notices were pasted at the entrance of the basements sealed by the civic body in both the areas.

Meanwhile, the closure of many libraries is causing a problem for students preparing for civil services.

A UPSC aspirant studying at one of the coaching centres in Mukherjee Nagar said libraries at most of the centres have been closed after the Saturday incident.

"I have to appear for UPSC Mains in one and a half months and the library at my centre has been closed. My books and all the preparation material are inside the library and now I am not allowed to collect my books," the student said.

"We got a message on Sunday night, saying we should collect our books, etc. from the library by 6 am today. I was sleeping so how was I supposed to collect them by morning. Most students here are preparing for UPSC Mains," the student added.

The MCD also terminated an officer and suspended another from the maintenance department for the lapse in containing waterlogging.

On Sunday, the civic body had sealed 13 illegal coaching centres in the area.

Rau's IAS Study Circle, where the three students died on Saturday, has already been sealed by police.

Muslim Shopkeepers Happy As Top Court Extends Stay On Kanwar Yatra Order

Muslim shopkeepers here have expressed happiness after the Supreme Court extended its stay on an order mandating the display of names and phone numbers of shop owners on the Kanwar Yatra route until the next hearing on August 5.

The shopkeepers said this order would disturb communal harmony and affect their business.

The Supreme Court on Friday extended till August 5 its interim direction staying the directives of BJP-ruled Uttar Pradesh, Uttarakhand, and Madhya Pradesh which effectively ensured that Kanwar Yatra goes on without displaying the names of owners, staff and other details of eateries along the route.

Sanwar, who has been selling fruits near Haridwar's Singh Dwar for the past 30 years, said that most of his customers are Hindus and they never had any issues buying fruits from him.

He said writing his name would only lead to customers avoiding his shop.

"What benefit does the government gain from this? I don't understand," he said, adding that if the court eventually mandates the display of names, he will comply.

Rizwan Ahmed, who runs a dhaba near Baharabad on the Haridwar-Roorkee road, said the order is not at all right and it would only lead to communal tensions.

"If communal harmony is disrupted by displaying names, who will be responsible?" Mr Ahmed said.

Following the court's stay, many Muslim shopkeepers have removed their names from their establishments.

However, Hindu shopkeeper Salek Chand Saini said this is the first time such an order has been issued, but he sees no problem in displaying names.

"Displaying names would not cause any problem and all shopkeepers should comply. The Supreme Court is the highest authority and its decision will be in favour of all," Saini said.

Rajkumar, a kanwariya, said the order is not wrong, as it would help them to know where they are eating.

"We are going to collect holy Ganga water, so we should know where we are eating," Rajkumar said.

Another kanwariya, Sachin Kamboj, said that if people have no issues stating their names, then someone named Zubair should not have a problem either. The Kanwar Yatra began on July 22 and ends on August 6.

A large number of devotees travel from various places with 'kanwars' carrying holy water from the Ganga to perform 'jalabhishek' of Shivlings during the Hindu calendar month of 'Shravan'. Many believers shun consuming meat during the month they consider holy. Many don't even consume meals containing onions and garlic.

'She Chose Not To Speak More': NITI Aayog CEO On Mamata Banerjee's Charge

Chief Executive Officer of NITI Aayog, BVR Subrahmanyam, dismissed West Bengal Chief Minister Mamata Banerjee's claim that her microphone was muted while speaking at the NITI Aayog meeting. He clarified that each Chief Minister was given a designated speaking time, which was displayed on screens at their tables, and that the time allotted to the West Bengal Chief Minister had ended.

Addressing a press conference after the NITI Aayog meeting, Mr Subrahmanyam said that the West Bengal Chief Minister requested to speak early before lunch, and "it was accepted."

"The Chief Minister of West Bengal requested to be given a turn before lunchtime. I'm just putting facts on the ground, no interpretations. It was a clear request from their side because normally we would have gone alphabetically, starting with Andhra Pradesh, then Arunachal Pradesh. We adjusted, and the Defence Minister called her in just before Gujarat. So, she made her statement," he said.

"Every Chief Minister is allotted seven minutes, and there's a clock on top of the screen that shows the remaining time. It goes from seven to six to five to four to three. At the end, it shows zero. Nothing else happened. Then she said she would have liked to speak for more time but chose not to. That was it. We all heard her points respectfully, and they will be reflected in the minutes. The Chief Secretary continued to attend the meeting even after she left to catch a flight to Calcutta," Mr Subrahmanyam added.

The CEO further mentioned that the Chief Ministers of ten states and Union Territories did not attend the meeting.

"We had 10 absentees and 26 participants. Absentees included Kerala, Tamil Nadu, Karnataka, Telangana, Bihar, Delhi, Punjab, Himachal Pradesh, Jharkhand, and Puducherry. The Chief Minister of West Bengal was present," he said.

Union Finance Minister Nirmala Sitharaman also rejected Mamata Banerjee's claim that her microphone was switched off during the NITI Aayog meeting, stating that every Chief Minister was "allotted due time to speak."

"Chief Minister Mamata Banerjee attended the NITI Aayog meeting. We all heard her. Every Chief Minister was given their allotted time, displayed on the screen before each table. It's completely false that her mic was turned off. Every Chief Minister was given their due time to speak," the Finance Minister told ANI.

Ms Sitharaman described Ms Banerjee's claims as "unfortunate," adding that the government was happy that the West Bengal Chief Minister attended the meeting, where she spoke on behalf of the opposition, i.e., INDIA bloc.

"It's unfortunate that the Chief Minister of West Bengal, Mamata Banerjee, has claimed that her mic was switched off, which is not true. We're happy she participated in this meeting, presented her case for West Bengal, and spoke for the opposition. But even as she did so, we adhered to the procedure," Sitharaman said.

She further remarked that Ms Banerjee should have requested more time if needed, instead of using it as an excuse to walk out of the meeting.

"If reminded that her time is over, she could have requested to continue speaking as other Chief Ministers did. Instead, she used it as an excuse to leave the meeting," Ms Sitharaman said. "She should speak the truth rather than build a narrative based on falsehood," she added.

Earlier, the central government's fact-checking body refuted as "misleading" the claim made by the West Bengal Chief Minister about her microphone being switched off.

A PIB fact-check today debunked her allegations, stating that "only the clock showed that her speaking time was over."

"It is claimed that the microphone of CM West Bengal was switched off during the 9th Governing Council Meeting of NITI Aayog. This claim is misleading. The clock only showed that her speaking time was over. Even the bell was not rung to mark it," the Press Information Bureau (PIB) said in a post on X.

According to the government fact-checking body, Mamata Banerjee's turn to speak would have been after lunch if scheduled alphabetically, but she was "accommodated" as the seventh speaker on an official request from the Chief Minister.

"Alphabetically, CM West Bengal's turn would have come after lunch. She was accommodated as the 7th speaker on an official request from the West Bengal government as she had to return early," PIB Fact Check explained in a subsequent tweet.

Speaking to reporters, the West Bengal Chief Minister alleged "political discrimination," stating that at the NITI Aayog meeting, she was not allowed to speak for more than five minutes, while other Chief Ministers were given more time.

"I said the central government should not discriminate against state governments. I wanted to speak, but my mic was muted. I was allowed to speak only for five minutes. People before me spoke for 10-20 minutes," Ms Banerjee told reporters after she stormed out of the NITI Aayog meeting today.

"I was the only one from the opposition participating, but still, I was not allowed to speak. This is insulting," Ms Banerjee said as she walked out of the meeting midway.

"I have come out boycotting the NITI Aayog meeting. Chandrababu Naidu was given 20 minutes to speak, Chief Ministers of Assam, Goa, and Chhattisgarh spoke for 10-12 minutes. I was stopped after just five minutes. This is unfair," the Chief Minister said, speaking to reporters after leaving the meeting.

Claiming she participated in the meeting to strengthen "cooperative federalism," Ms Banerjee said, "There are many regional aspirations. That is why I am here, to share those aspirations. If a state is strong, the Union will be strong."

The Chief Minister stated that several states, including West Bengal, were deprived in the Union Budget presented in Parliament this week.

Upset Over Friends Leaving School, Class 11 Student Dies By Suicide: Cops

A Class 11 student has allegedly died by suicide by hanging himself in a private school's hostel in Delhi, police said on Friday.

Information about the incident at the school in Dwarka was received on July 25 and when police reached there, they found a 16-year-old boy dead in the dormitory, a senior official said.

Police said according to one of his classmates, he was upset as his friends had left the school and taken admission in the science stream in other institutions.

"His father had counselled him to continue in the school in the arts stream. The boy was feeling lonely and was upset. On July 25, around 6 am, he died by suicide," the police officer said.

The body was handed over to his parents after postmortem and no foul play is suspected, the officer said.

"We have started further investigation under inquest proceeding under sections 194 of the BNSS," the officer said.

Visually Challenged Girl Sexually Assaulted By Sweeper In Hyderabad: Cops

A sweeper was taken into custody for allegedly sexually assaulting a visually challenged girl at a government school for blind girls at Malakpet here, police said on Thursday.

The minor girl was taken to a state-run hospital on July 15 by her mother after she developed health issues and the doctors there informed the police about the "sexual assault", they said.

A police team went to the hospital and recorded the statement of the girl's mother and a case was registered under relevant sections of the POCSO Act on July 16, a senior police official said.

After the girl was discharged from the hospital, her statement was also subsequently recorded, the official said.

During the course of the investigation, police identified a sweeper in the hostel of the school as the accused. The man allegedly sexually assaulted the girl on July 7, the police said and added that they took him into custody on Wednesday.

Welcome The Desire To...: PM, UK Foreign Secretary Discuss Free Trade Deal

India remains committed to elevating its ties with the UK and welcomes the desire to conclude a mutually beneficial free trade pact, Prime Minister Narendra Modi said after British Foreign Secretary David Lammy met him on Wednesday.

In a post on 'X', PM Modi also appreciated the priority accorded by British Prime Minister Keir Starmer to broaden and deepen the India-UK comprehensive strategic partnership.

Mr Lammy is on a two-day visit to India to galvanise negotiations for the trade pact and reset the overall bilateral partnership in crucial areas such as clean energy, new technologies and security.

The British foreign secretary's visit to New Delhi is the first high-level engagement between India and the UK after Prime Minister Starmer's Labour government came to power on July 5.

"A pleasure to meet UK FS @DavidLammy. Appreciate the priority accorded by PM @Keir_Starmer to broaden and deepen the Comprehensive Strategic Partnership," PM Modi said.

"Remain committed to elevating the ties. Welcome the bilateral Technology Security Initiative and the desire to conclude a mutually beneficial FTA," he said.

Mr Lammy and External Affairs Minister S Jaishankar held wide-ranging talks this evening focusing on the entire gamut of ties.

As he embarked on the high-profile trip, Lammy described the negotiations for the trade deal as the floor and not the ceiling of the ambitions to unlock shared potential and deliver growth.

"India is the emerging superpower of the 21st century, the largest country in the world with 1.4 billion people and one of the fastest growing economies in the world," Lammy said.

"Our Free Trade Agreement negotiations is the floor not the ceiling of our ambitions to unlock our shared potential and deliver growth, from Bengaluru to Birmingham," he said.

A British government readout said Lammy will push for a "reset" of the UK-India partnership including through reinforcing London's commitment to securing a free trade agreement that will benefit both economies.

Weather Office Issues Yellow Alert For Rainfall In Delhi Over Next 2 Days

The city recorded a maximum temperature of 36.2 degrees Celsius, 1.3 notches above normal, according to the weather department The relative humidity at 5.30 pm stood at 68 per cent. The city will be on "yellow" alert for the next two days, the IMD said.

The weather office has forecast moderate rainfall for Wednesday, with the maximum and minimum temperatures likely to hover around 34 and 26 degrees Celsius, respectively.

The Air Quality Index (AQI) of the national capital was recorded in the "satisfactory " category with a reading of 93 at 6 pm, according to the Central Pollution Control Board.

IAS Officer's Wife Who "Eloped" With Gangster Returns Home, Dies By Suicide

She eloped with a gangster nine months ago. On Saturday, the 45-year-old woman returned to her IAS husband's home in Gujarat, where she tried to kill herself. The woman, Surya Jay, died during treatment at a hospital a day later, on Sunday.

The incident was reported from Sector 19 in Gandhinagar.

The husband, Ranjeet Kumar, who is a secretary at Gujarat Electricity Regulatory Commission, had instructed the domestic staff that his wife, who is involved in a child abduction case, should not be allowed in the house, said police.

Sources say Surya might have gone to her husband's home to evade arrest from Tamil Nadu police in the kidnapping case of a 14-year-old boy in Madurai.

According to Mr Kumar's advocate, Hitesh Gupta, the couple had separated in 2023 and were heading for a divorce.

"Ranjeet Kumar had gone out to finalise his divorce petition with Surya on Saturday. Upset at not being allowed in the house, she ingested poison and called up 108 (an ambulance helpline number)," said police.

The cops also found a purported suicide note in Tamil but declined to provide details.

The woman's name featured in a case with her rumoured gangster boyfriend, Maharaja High Court, and his aide Senthil Kumar. The case relates to an alleged kidnapping of a boy on July 11 over a monetary dispute with the child's mother. They had demanded a ransom of Rs 2 crore but the Madurai police managed to rescue the boy. The cops had launched a manhunt for those involved, including Surya.

Meanwhile, the woman's husband has refused to take her body.

Talks With India On Murder-For-Hire Plot Has Been Effective: US Official

The conversation with India regarding the allegations of a plot to assassinate a Khalistani terrorist in the US that involved an Indian government official has been “respectful” and “effective” because it's being held behind closed doors, according to Jake Sullivan, the National Security Advisor to the US president.

In November last year, US federal prosecutors charged Indian national Nikhil Gupta with working with an Indian government employee in the foiled plot to kill Gurpatwant Singh Pannun in New York. Gupta, who was arrested in the Czech Republic in June last year, was extradited to the US on June 14.

“We have had a constructive dialogue with India on this issue. And we have made it very clear where we stand on it and what we would like to see. And it's been respectful, and it has been effective, in my view, mostly because it is taking place behind closed doors,”Mr  Sullivan said at the Aspen Security Forum in Colorado on Friday responding to a question on allegations related to the assassination attempt on Pannun.

India has denied the allegations but has constituted an internal investigations team to look into it.

"About a year ago, CIA Director Bill Burns and Director of National Intelligence Avril Haines went to India and raised concerns with the Indian government about suspicions that the Indian government may have been involved in the assassination of a Sikh activist in Vancouver and what turned out to be a thwarted assassination plot in New York, also against a Sikh activist. Have you received satisfactory explanations from India about what happened or didn't happen?” Mr Sullivan was asked.

“We were very transparent about this publicly with the Congress, with others. And obviously, that was a carefully executed plan. I sat down with Bill and Avril. I said we are going to go in the following order and actually talk to the Indians about what our expectations are in light of what we have learned, and we are going to work through until we see an outcome that we think is satisfactory,” Mr Sullivan said.

“I don't think that there's a lot of value in talking about the nature of that conversation publicly. It is sensitive. It is something we are working through. The story in my view has not yet been completely written; we need to keep working through it. But we have had a constructive dialogue with India on this issue,” said the US national security advisor.

7 Arrested In Goa For Cheating US Citizens Through Fake Call Centre

Goa police have arrested seven persons for allegedly cheating US citizens through a fake call centre, officials said on Saturday.

Superintendent of Police (Cyber Crime), Rahul Gupta, said the accused persons were running a fake call centre from a hotel room at Calangute in North Goa.

"They impersonated agents from loan companies, Amazon HQ staff, bank employees, government agencies, and law enforcement agencies, thereby cheating innocent citizens from the US. Our investigation has revealed that the accused made voice calls to US citizens and those who continued with the calls were induced to transfer money," Gupta said.

The arrested persons hail from Gujarat, Nagaland, Rajasthan, and Assam.

"Four laptops, one TP-Link router, and a D-Link switch were seized from the hotel room, which will be sent for cyber forensic examination," the SP said.

A case has been registered under the relevant sections of the Bharatiya Nyaya Sanhita (BNS) and the Information Technology Act.

Woman On Scooter With 2 Kids Punched, Left Bleeding In Pune Road Rage Case

A woman travelling on a scooter with two children in Pune was punched in the face by an elderly man in a car who was allegedly angry because he wasn't given space to overtake. The woman's hair was pulled and she was punched twice with such force that her nose began bleeding extensively.

Posting a video narrating her ordeal, Jerlyn D'Silva, a digital content creator, claimed she was on the Pashan-Baner Link Road on a scooter with her children and a man in a car had been speeding behind them for nearly 2 km. She said she stuck to the left of the road, not wanting to come in the car's way, but the man overtook her and stopped in front of her scooter.

A case has been registered against the man, who has been identified as Swapnil Kekre.

"He got out of the car very furiously. He punched me twice and pulled my hair. I had two kids, he didn't care about them. How safe is this city? Why are people behaving like maniacs? I had two kids with me, kuch bhi ho sakta tha (anything could have happened)... A woman helped me," Ms D'Silva says in the video, with blood around her nose and mouth. 

Speaking to NDTV, Ms D'Silva's uncle, Vishal, said she called him after the incident and he went to meet her at the hospital.

"She told me the man in the car assaulted her for no reason. The scooter didn't touch his car. He probably did it just to show how powerful he was. He got off the car, asked her why she was riding the way she was and started assaulting her. The man's wife was with him but she didn't try to stop him. The children weren't hurt physically but they were scared and screaming," he said.

Vishal said a woman took Ms D'Silva to the hospital and the police also helped her. The man and the woman, he said, were taken to the police station.

An official of the Chaturshringi Police Station said a First Information Report (FIR) has been registered against the man.

The incident occurred exactly two months after a 17-year-old allegedly drunk boy rammed his Porsche into two 24-year-old techies in Pune, killing them on the spot. He is out on bail.

Earlier this week, the 25-year-old allegedly drunk son of a politician hit a poultry truck while speeding in his SUV in the city, leaving its two occupants seriously injured. He fled but was caught and a case has been registered against him.

Leopard Caught On CCTV Roaming Around Shopping Mall In Maharashtra City

A leopard was caught on CCTV cameras roaming around a shopping mall in Maharashtra's Chhatrapati Sambhajinagar, sending the forest authorities into a tizzy, officials said.

The CCTV footage, which went viral today, shows the feline wandering outside the main gate of Prozone Mall in the CIDCO N1 area of the city in the early hours of Wednesday, prompting forest officials to launch a search operation. However, the animal has not been traced so far, they said.

The forest officials believe this is the same leopard that was spotted in the residential areas of Ulka Nagari and Shambhunagar on July 15. The forest department has installed cages to capture the big cat.

"But the leopard has now been spotted around 5 km from where it was seen earlier. It shows that it crossed the Jalna Road area that passes through the heart of the city. On Wednesday, the animal was captured on the CCTV camera roaming around at the entry gate of the Prozone Mall," Deputy Conservator of Forest Dadasaheb Taur said.

"We are trying to catch the leopard, for which we have installed cages around the mall. But so far, the animal has not been found," he said.

Honorary wildlife warden Dr Kishor Pathak said, "There is a possibility that this is a female leopard. She might be in search of her young ones."

No President Nod To Replacing Governor As Punjab Universities' Chancellor

A Punjab bill that seeks to replace the state Governor with the Chief Minister as the Chancellor of state-run universities has been returned by the President without assent, official sources said.

Punjab Universities Laws (Amendment) Bill, 2023, and three other bills were passed by the Punjab Assembly in the two-day session in June last year but the governor had called the session "patently illegal." Later in November last year, the Supreme Court held that the June 19-20 session was constitutionally valid and directed the Punjab governor to decide on the Bills passed by the legislative assembly session.

The Punjab Universities Laws (Amendment) Bill, 2023 was for replacing the Governor with the Chief Minister as the Chancellor of state-run universities.

However, Punjab Governor Banwarilal Purohit reserved this bill along with two others -- the Sikh Gurdwaras (Amendment) Bill, 2023 and the Punjab Police (Amendment) Bill, 2023 -- for the consideration of the President in accordance with Article 200 of the Constitution of India.

These three bills were later sent to the President.

The Punjab Universities Laws (Amendment) Bill, 2023 was returned by the President without assent a few days back, the sources said.

The governor and Punjab chief minister Bhagwant Mann had been at loggerheads over various issues including the appointment of vice chancellor of Ludhiana-based Punjab Agricultural University.

Meanwhile, Punjab BJP leader Subhash Sharma on Wednesday hailed the President's decision.

"We have been saying that the CM has been doing unconstitutional work and this development has put a stamp on it. We expect that the CM will now learn a lesson from it and will not indulge in any unconstitutional acts," said Mr Sharma.

The Sikh Gurdwaras (Amendment) Bill, 2023 was aimed at ensuring a free-to-air telecast of 'Gurbani' from the Golden Temple in Amritsar while the Punjab Police (Amendment) Bill, 2023 was to pave the way to bring about an independent mechanism for selection and appointment of suitable persons to the director general of police post.

The Governor had granted assent to the Punjab Affiliated Colleges (Security of Service) Amendment Bill, 2023, which was aimed to streamline the functioning of the Punjab Educational Tribunal for government-aided private colleges.

"God-Sent For Me": Bengal Governor On Court's Order On Mamata Banerjee

West Bengal Governor CV Ananda Bose on Tuesday welcomed the Calcutta High Court's interim order restraining West Bengal Chief Minister Mamata Banerjee and three others from making any defamatory or incorrect statement against him.

Mr Bose said that he would pray to the Almighty to throw light on Ms Banerjee's path.

"Truth will triumph. I pray to God to throw light on the path of Mamata Banerjee. This is a God-sent for me. I would like to dedicate myself to the service of the people of Bengal," he told PTI.

Mr Bose had filed a defamation suit against Ms Banerjee, two newly-elected TMC MLAs Sayantika Banerjee and Reyat Hossain Sarkar and party leader Kunal Ghosh.

Speaking on an imbroglio over oath-taking of the two new MLAs, Ms Banerjee had made certain comments, over which the governor moved the defamation suit before the high court.

The governor also prayed for an interim order restraining them from making any further comment in connection with alleged incidents at Raj Bhavan.

A row had triggered over the venue of the swearing-in ceremony of two newly elected TMC MLAs last month, as they wanted to be taken oath in the assembly, while the governor was in favour of holding it in Raj Bhavan.

"No Defamatory Remarks Against Governor": High Court To Mamata Banerjee

The Calcutta High Court today restrained West Bengal Chief Minister Mamata Banerjee from making any defamatory or incorrect statement against Governor CV Ananda Bose, noting the freedom of speech is "not an unfettered right" under which defamatory statements can be made.

"The defendants are restrained from making any defamatory or incorrect statement against the plaintiff (the Governor) by way of publication and on social platforms till 14th August 2024," the court, which will next hear the case on August 14, said.

"If at this stage, an interim order is not granted it would give the free hands to the defendants to continue making defamatory statements against the plaintiff and continue to tarnish the reputation of the plaintiff," it added.

Ms Banerjee's lawyer Sanjay Basu said in a statement that the order of the court will be challenged before a higher bench.

The court said that the right to freedom of speech and expression is "not an unfettered right in the garb of which defamatory statements can be made to tarnish the reputation of a person".

Mr Bose had sought to restrain Ms Banerjee, two newly elected MLAs and another Trinamool Congress leader from issuing remarks in connection with alleged incidents at Raj Bhavan.

The Bengal Governor filed the defamation suit against Mamata Banerjee's comment that women had expressed fear about visiting the Raj Bhavan. She made the comment while expressing her displeasure over the confusion regarding the oath-taking ceremony of two newly elected party MLAs. She had backed their decision of not accepting the Governor's invitation to go to Raj Bhavan and attend the oath ceremony there.

The MLAs, Sayantika Banerjee and Reyat Hossain Sarkar, had written to him seeking to take oath at the assembly.

On May 2, a contractual woman employee of Raj Bhavan had alleged harassment by Mr Bose following which the Kolkata Police also started a probe. Under Article 361 of the Constitution, no criminal proceedings can be instituted against a Governor during his or her term in office.

Mr Bose has criticised Ms Banerjee's remarks for creating "erroneous and slanderous impressions".

Today, Justice Krishna Rao said that the Governor being a Constitutional Authority "cannot meet the personal attacks being made by the defendants against him by taking the benefit of social media platform.

During the July 15 hearing, the Trinamool Congress chief stood by her statement and said, through her lawyer, that her remarks were a fair comment on issues of public interest and not defamatory.

Ms Banerjee's lawyer submitted that she merely echoed the apprehensions of women over certain alleged activities in Raj Bhavan.

The matter first came up for hearing on July 3. However, on that day, the court directed that the media houses whose reports were the basis of the defamation should be made parties in the case. Then, July 4 was scheduled as the next date of hearing.

When the matter came up for hearing again on July 4, the Governor's counsel told the court that the hearing in the matter had not been enlisted in the records of the Calcutta High Court.

Thereafter, the court adjourned the hearing and fixed July 10 as the next date of hearing. The matter was again scheduled for a hearing on July 15.

Besides the Chief Minister, Trinamool Congress leader Kunal Ghosh and MLAs Sayantika Banerjee from Baranagar and Reyat Hossain Sarkar from Bhagawangola have been named in the suit.

1 Arrested, 14-Year-Old Girl Rescued As Delhi Cops Bust Sex Racket

Delhi Police has rescued a 14-year-old girl from flesh trade and arrested a woman who allegedly purchased her, officials said on Tuesday.

The victim is an orphan and had come to national capital from Uttar Pradesh's Bijnor looking for work, they added.

A tipoff was received on July 12 about the teenager being forced into flesh trade at a brothel in Shradhanand Marg near the city's Ajmeri Gate area, a senior police officer said.

The officer further said that a team comprising police personnel and members of an NGO immediately reached the spot and found that the minor girl was in the custody of a woman identified as Anjali (42).

The victim was rescued and taken to a children's shelter, while Anjali was arrested.

"She revealed that she was brought here (to Ajmeri Gate) a few days ago by one Anas from Zakir Nagar in the Okhla area and was handed over to Anjali," the officer said.

It has also emerged during the probe that the victim is an orphan hailing from Bijnor in Uttar Pradesh, who had come to Delhi in search of work, the officer added.

138 Star Tortoises Seized From Malaysia-Bound Passenger At Chennai Airport

As many as 138 star tortoises were recovered from a Malaysia-bound air passenger recently, the Customs department said on Monday.

The species are listed in Schedule I of the Wildlife (Protection) Act, 1972.

"Air Intelligence Unit of Chennai Air Customs recovered and seized 138 star tortoises from a male passenger bound for Malaysia on 10.07.2024. The passenger was intercepted by the Air Intelligence officers in the departure terminal," an official release here said. He was found carrying the tortoises in his checked-in baggage.

The accused passenger was arrested under the provisions of the Customs Act and Wildlife (Protection) Act and was produced before the a local court, which remanded him to judicial custody.

All the star tortoises recovered alive were handed over to Wildlife Division, Guindy National Park in the city for safe custody and their release into their habitat, it said, adding, further investigation was on.

Jailed Maoist Leader Likely To Enroll For PhD As Bengal Government Steps In

Maoist leader Arnab Dam, who topped the PhD admission test at West Bengal's Burdwan University, will likely be enrolled soon after the state government intervened to address certain administrative issues that thwarted his admission.

Mr Dam, an accused in cases of multiple attacks and killings, was being shifted from the correctional home in Hooghly district to Bardhaman and security will be provided for his visit to the university campus in the town, said Akhil Giri, Correctional Administration Minister.

“We have decided to shift him from the Hooghly to the Burdwan Correctional Home,” the minister said.

Mr Dam is serving a life sentence for his role in the 2010 attack on an Eastern Frontier Rifles camp in Jhargram district's Sildah.

Trinamool Congress leader Kunal Ghosh supported Mr Dam's demand to be allowed to be enrolled for PhD in the university while clarifying his trial as per law in criminal cases should continue.

“We are against the politics of killing. We are not calling for the release of Arnab. But if someone wants to pursue a journey in higher education despite being lodged in jail, isn't that a silver lining in society?” Mr Ghosh said in a post in Bengali on X.

The former Rajya Sabha MP was responding to the anguish expressed by the mother of a Maoist violence victim for the initiative to facilitate Mr Dam's enrollment as a researcher at the University.

Mr Dam, who was earlier lodged in a correctional home in Hooghly district, had secured over 75% in the PhD admission test in History which was held at the campus on June 26 under strict security.

While the University started the process of admission of PhD researchers in other streams, the same for History was delayed in the last few days.

Interim Vice Chancellor Goutam Chandra said on Saturday: "We wish to get Arnab admitted to our University as a PhD scholar as he stood first in the admission test. But we have to follow certain UGC guidelines. We had sent a mail to the Correctional Home authorities. Once we get their positive nod, we will enroll him as a PhD scholar," he explained.

Mr Dam, allegedly a close associate of Maoist leader Kishanji who was killed in an encounter in 2011, is accused in several attack and murder cases in the Jangal Mahal belt of south Bengal till 2010. He was arrested in 2012.

He had qualified in undergraduate and post-graduate exams while sitting at the correctional home.

The Hooghly correctional home authorities had in the last week of June sent a letter to the university informing that an inmate wanted to appear for PhD admission test and after confirmation from the university, security measures were taken to escort him to the campus, enable write the papers and return to his cell on June 26.

He cleared undergraduate and post-graduate exams from the correctional home.

No Independent MLAs - A First For Himachal's Electoral History

With the two-party system taking deep roots in Himachal Pradesh, and the Congress and the BJP coming to power alternately, the presence of Independents has been declining and, in a first, the assembly has no Independent MLAs in the state assembly.

With victory in two out of three assembly by-elections, the strength of Congress has increased to 40. This is also the first time that a man and his wife - Chief Minister Sukhvinder Singh Sukhu and his wife Kamlesh Thakur - would sit in the House. Kamlesh Thakur's win from the Dehra assembly seat has taken the number of women legislators in the state to two.

In the 2022 assembly elections, three Independents - Hoshiyar Singh (Dehra), Ashish Sharma (Hamirpur). and KL Thakur (Nalagarh) - were elected but they resigned after voting for BJP candidate Harsh Mahajan in the Rajya Sabha election on February 27.

The Independent MLAs resigned on March 22 and joined the BJP the next day. Their resignation was accepted by Speaker Kuldeep Singh Pathania on June 3 and by-elections were held on July 10.

All three former Independent legislators got tickets from the BJP but lost to Congress in two seats while the BJP won one.

During the election campaign, Chief Minister Sukhu maintained that the Independent MLAs did not need to resign as "they can support or oppose any party" and questioned why they sought re-election after 15 months when they did not have to.

The Independent MLAs have played an important role in the state's electoral politics. Sixteen Independents were elected in 1967 while 12 were elected in 1957, eight in 1952, seven each in 1972 and 1993, six each in 1977, 1982, and 2003, five in 2012, three each in 1962, 2007, and 2022, two each in 1985 and 2017, and one each in 1990 and 1998.

In 1998, Romesh Dhawala who was the lone Independent MLA, emerged kingmaker as the Congress with his support, and BJP-HVC (Himachal Vikas Congress) combine had 32 members each in the House which had an effective strength of 64. Elections in three snowbound tribal constituencies were slated for June while in another seat BJP MLA Varinder Kumar died before taking oath, necessitating a by-election.

Being the leader of the single-largest party, Governor VS Ramadevi invited Congress leader Virbhadra Singh to form the government on March 6, 1998, and Mr Dhawala was inducted as a cabinet minister.

However, Virbhadra Singh announced his resignation in the House on March 12 without facing the floor test, and the assembly was held in suspended animation by the Governor.

In the meantime, Mr Dhawala extended support to the BJP-HVC combine and the Governor asked the BJP to form the government Prem Kumar Dhumal took oath as Chief Minister on March 24, and Mr Dhawala was inducted as a minister in his cabinet.

Later that year, BJP-HVC won all four seats in the bypolls and the strength of the ruling alliance rose to 36 and the government lasted the full term.

In this year's Rajya Sabha election too, after both candidates got 34 votes each, the support of three Independents broke the deadlock and helped the BJP candidate win by a draw of lots.

Dancer Bites Off Hen's Head During Performance In Andhra Pradesh, FIR Filed

The Andhra Pradesh Police have filed a case against a dancer for killing a hen by biting off its head during a performance.

The police in the state's Anakapalli district registered the case on a complaint by the People for the Ethical Treatment of Animals (PETA) India.

After learning about a video of a man deliberately killing a hen by biting off its head with his teeth during a dance performance in full public view, PETA India worked with senior cops to get an FIR registered.

The FIR has been registered under relevant sections of the Indian Penal Code (IPC) and the Prevention of Cruelty to Animals (PCA) Act, 1960, against the performer and the organisers.

The disturbing incident, witnessed by children in the audience, was filmed and posted on social media under the guise of entertainment, the organisation said.

"Those who abuse animals are often shown to have no regard for human life, either. For the sake of everyone's safety, it is imperative that members of the public report cases of cruelty to animals such as this," said PETA India Cruelty Response Coordinator Sinchana Subramanyan.

'New India' Demands Proactiveness: PM Modi To IAS Trainee Officers

Prime Minister Narendra Modi on Thursday asked trainee IAS officers to provide the best possible governance and quality of life to citizens as he said that 'New India' is not satisfied with a lackadaisical approach and demands pro-activeness.

It is their choice, he told them, whether they will act as speed-breakers or superfast highways in service delivery. The saturation approach pursued by his government to reach out to every entitled beneficiary of welfare schemes ensures social justice and prevents discrimination, he said according to a statement.

He told the trainee officers of the 2022 batch that they should aspire to be catalytic agents, and they will feel satisfaction when they see change happening in front of their eyes.

Talking about schemes like 'Lakhpati Didi', 'Drone Didi' and 'PM Awas Yojana', he said all of them should work with a saturation approach to take these schemes further to people.

PM Modi said 'Nation First' is not just a slogan but his life's aim and exhorted the officers to walk with him on this journey.

He said accolades they had received after their selection as IAS are things of the past and instead of staying in the past they should look at the future.

5 More Die Due To Assam Floods, Over 14 Lakh Affected Across 25 Districts

The flood situation in Assam improved on Wednesday even though five more people lost their lives and over 14 lakh people reeling under the deluge across 25 districts, an official bulletin said.

Till Tuesday, almost 17.18 lakh people were affected by flood across 26 districts of the state.

According to the daily flood report of the Assam State Disaster Management Authority (ASDMA), one person each died in Dibrugarh, Dhubri, South Salmara, Dhemaji and Cachar districts.

With this, the total number of people losing their lives in this year's flood, landslide, storm and lightning has increased to 100.

The report said more than 14,38,900 people were hit due to the floods in Barpeta, Biswanath, Cachar, Charaideo, Chirang, Darrang, Dhemaji, Dhubri, Dibrugarh, Goalpara, Golaghat, Hailakandi, Jorhat, Kamrup, Kamrup Metropolitan, Karimganj, Kokrajhar, Lakhimpur, Majuli, Morigaon, Nagaon, Nalbari, Sivasagar, South Salmara and Tinsukia districts.

Dhubri is the worst hit with over 2.37 lakh people suffering, followed by Cachar (1.82 lakh) and Golaghat (1.12 lakh), it added.

The administration has been operating 365 relief camps and relief distribution centres in 20 districts, taking care of 1,57,447 displaced people at present.

At present, 2,580 villages are under water and 39,898.92 hectares of crop areas have been damaged across Assam, the ASDMA said.

Embankments, roads, bridges and other infrastructure have been damaged by flood waters in Cachar, Darrang, Dhemaji, Dhubri, Dibrugarh, Karimganj, Kokrajhar, Lakhimpur, Morigaon, Nagaon, Barpeta, Bongaigaon, Charaideo, Goalpara, Golaghat, Jorhat, Kamrup and Majuli.

At present, the mighty Brahmaputra is flowing above the danger marks at Nimatighat, Tezpur, Guwahati, and Dhubri.

Its tributaries Burhidihing at Chenimari and Disang at Nanglamuraghat are flowing above the danger levels.

The Barak river's tributary Kushiyara is also flowing above the danger marks at Karimganj town, ASDMA said.

On account of widespread flooding, over 11,28,398 domestic animals and poultry are affected across the state.

Delhi Doctor Among 7 Arrested As Kidney Transplant Racket Busted

At least seven people, including a 50-year-old Delhi-based woman doctor, have been arrested in connection with an alleged kidney transplant racket running across Bangladesh and the Delhi-NCR region, police officials said on Tuesday.

Acting on a tip-off, the Delhi Police Crime Branch had been working on the case for two months. A majority of the donors and recipients are from Bangladesh brought to India on the basis of fake documents for the surgeries, officials said.

The woman doctor identified as D Vijaya Rajakumari, now working as a kidney transplant surgeon on a "fee-for-service basis" in the Indraprastha Apollo Hospital in southeast Delhi, was allegedly involved in the transplant surgeries of around 15 people from Bangladesh between 2021 and 2023, they said.

Dr Rajakumari allegedly conducted the surgeries in Noida-based Yathartha Hospital where she was a visiting consultant.

The other arrested persons included an assistant of the doctor, identified as Vikram Singh, and three Bangladeshi nationals identified as Rasel, Mihammad Sumon Miyan and Mohammad Rokon alias Rahul Sarkar alias Bijay Mondal.

The arrests took place over the last two weeks, police said.

According to the officials, incriminating materials including 23 stamps, forged files of patients and donors of kidney transplantation, and forged Aadhaar cards were recovered from the possession of the accused persons.

Deputy Commissioner of Police (crime) Amit Goel said Rasel is the kingpin of this network, who came to India in 2019 and donated his Kidney to one Bangladeshi patient.

After his surgery, Rasel started the racket. He would coordinate between different stakeholders and established contact with prospective kidney donors from Bangladesh and patients, the DCP said.

One of his associates, Ifti, who is in Bangladesh, used to get the donors, the official added.

He would usually get 20-25 per cent commission after the transplantation, which generally costs a patient Rs 25-30 lakh.

Rasel had taken a house on rent in Jasola, near the Apollo Hospital, from where he, Rokon, Sumon Miya, and one Ratesh Pal of Tripura were arrested on June 16, Goel said.

At their instance, three kidney seekers and three donors were identified, the DCP said.

Another officer said during interrogation, all four accused confessed that they targeted the kidney patients hailing from Bangladesh by visiting the dialysis centres in that country.

They would arrange donors from Bangladesh, taking benefit of their poor financial background and exploited them on the pretext of providing them job in India, the officer said.

The accused would confiscate the donors' passports after reaching India. Thereafter, Rasel, with the help of Sumon Miyan, Rokon and Ratesh Pal, got prepared the forged documents of patients and donors to show the relationship between them, as it is mandatory that only the close relative can be a donor, police officials said.

Vikram, personal assistant of Dr Rajakumari, used to assist in preparation of the patient files and was instrumental in getting the affidavit of patient and donor prepared, they said, adding that Vikram used to take Rs 20,000 per patient.

Rasel also disclosed the name of Mohammad Sharique, who used to take appointment of patients from Dr Rajakumari and get the pathological tests of the donors and seekers done taking Rs 50,000 to Rs 60,000 per patient.

On June 23, Vikram and Sharique were arrested.

According to the officials, Rasel, Vikram and Sharique disclosed that Dr Rajakumari had complete knowledge about each and every illegal act being done by the accused on the basis of forged papers. Accordingly, on July 1, Dr Rajakumari was also arrested in the case.

Investigation is on to identify the number of transplants conducted in the racket, the officials said.

Meanwhile, a spokesperson of the Yathartha Hospital stated that the Noida hospital has no direct association with Dr Rajakumari as she is a part of some other hospital.

"For all our procedures, we ensure the highest ethical standards, prioritize patient safety and comply with all clinical and government protocols. We have cooperated fully with all investigations, and there have been no findings of wrongdoing against our hospital or our practices," the spokesperson said in a statement.

The Indraprastha Apollo Hospital (IAH) also released its press statement in which it said the Delhi Police's Crime Branch department had taken custody of a doctor who had been engaged on a fee-for-service basis and not on the hospital's payroll.

"This action is subsequent to an investigation pertaining to procedures carried out at another hospital and prima-facie not related to any action or acts at IAH. Given this action by the police, the IAH had placed the doctor under suspension," the statement said. It further stated that IAH was previously approached by the Crime Branch seeking certain information as part of an investigation, which was duly provided.

"We reiterate our utmost commitment to adhering to all laws, rules and regulations in relation to clinical and administrative processes for all patients – national or international. The wider Apollo Hospitals Group has done more than 25,000 transplants and has followed all laws and processes in letter and spirit. Our processes have been reviewed by competent government authorities who have upheld our record of compliance," it said.

The IAH will provide its fullest cooperation to investigative authorities on this matter, the statement added.

Probe Agency Can't Peep Into Private Life Of Accused On Bail: Top Court

The Supreme Court on Monday held that bail conditions allowing an investigating agency to continuously track the movements of an accused violate the right to privacy guaranteed under Article 21 of the Constitution.

A bench of Justices Abhay S Oka and Ujjal Bhuyan, which deleted a bail condition imposed on Nigerian national Frank Vitus in a drugs case that mandated him to drop a PIN on the Google map to ensure that his location is available to the investigation officer of the case, said this court has held that bail conditions cannot be "fanciful, arbitrary or freakish".

The bench said, "The investigating agency cannot be permitted to continuously peep into the private life of the accused enlarged on bail, by imposing arbitrary conditions since that will violate the right of privacy of the accused, as guaranteed by Article 21." It said if a constant vigil is kept on every movement of the accused released on bail by the use of technology or otherwise, it will infringe the rights of the accused guaranteed under Article 21, including the right to privacy.

"The reason is that the effect of keeping such constant vigil on the accused by imposing drastic bail conditions will amount to keeping the accused in some kind of confinement even after he is released on bail. Such a condition cannot be a condition of bail," it said.

The bench said imposing any bail condition which enables the police/investigation agency to track every movement of the accused released on bail by using any technology or otherwise would undoubtedly violate the right to privacy guaranteed under Article 21.

"In this case, the condition of dropping a PIN on Google Maps has been incorporated without even considering the technical effect of dropping a PIN and the relevance of the said condition as a condition of bail. This cannot be a condition of bail. The condition deserves to be deleted and ordered accordingly," it said.

The court said in the case at hand, it is dealing with a case of the accused whose guilt is yet to be established and so long as he is not held guilty, the presumption of innocence is applicable.

"He cannot be deprived of all his rights guaranteed under Article 21. The courts must show restraint while imposing bail conditions. Therefore, while granting bail, the courts can curtail the freedom of the accused only to the extent required for imposing the bail conditions warranted by law," the bench said in its order, which was reserved on April 29.

Underscoring that bail conditions cannot be so onerous as to frustrate the order of bail itself, the bench said the court may impose a condition of periodically reporting to the police station/court or not travelling abroad without prior permission.

"Where circumstances require, the court may impose a condition restraining an accused from entering a particular area to protect the prosecution witnesses or the victims. But the court cannot impose a condition on the accused to keep the police constantly informed about his movement from one place to another. The object of the bail condition cannot be to keep a constant vigil on the movements of the accused enlarged on bail," it said.

The top court said the accused is bound by the conditions imposed while granting bail and if he, after being enlarged on bail, commits a breach of bail conditions or commits any offence, the courts always have the power to cancel the bail.

"A condition cannot be imposed while granting bail which is impossible for the accused to comply with. If such a condition is imposed, it will deprive an accused of bail, though he is otherwise entitled to it," it said.

It added that the object of imposing conditions of bail is to ensure that the accused does not interfere or obstruct the investigation in any manner, remains available for the investigation, does not tamper with or destroy evidence, does not commit any offence, remains regularly present before the trial court, and does not create obstacles in the expeditious conclusion of the trial.

"The courts have imposed a condition that the accused should cooperate with the investigation when bail is granted before filing the final report or charge sheet. Cooperating with the investigation does not mean that the accused must confess," it said, adding that the bail conditions must be consistent with the object of imposing conditions.

While imposing bail conditions, the constitutional rights of an accused, who is ordered to be released on bail, can be curtailed only to the minimum extent required, it said.

"Even an accused convicted by a competent Court and undergoing a sentence in prison is not deprived of all his rights guaranteed by Article 21 of the Constitution," the bench pointed out.

The top court also deleted another condition imposed on Victus by the Delhi High Court that he will have to obtain a certificate from the Embassy/High Commission of Nigeria that he shall not leave the country and shall appear before the court as and when required in the Narcotic Drugs and Psychotropic Substances Act case.

Victus was arrested on May 21, 2014 in the case and was released on bail on May 31, 2022 subject to various terms and conditions incorporated in the said order.

He moved the Supreme Court challenging the twin conditions imposed by the high court – sharing of Google PIN location with the investigating officer and obtaining a certificate from the embassy.

4 Kg Smuggled Gold Worth Rs 2.9 Crore In Hyderabad-Bound Bus Seized

Nearly four kg of smuggled foreign origin gold valued at Rs 2.9 crore was seized from two persons who were travelling in a bus from Kolkata to Hyderabad, the Directorate of Revenue Intelligence said on Sunday.

Acting on specific intelligence regarding movement of smuggled foreign origin gold from Kolkata by bus, the officers of DRI arrested the two two who were travelling in the bus from Kolkata to Hyderabad on Saturday, a release from Directorate of Revenue Intelligence (DRI) Hyderabad Zonal Unit said here.

Investigation revealed that the smuggled gold was concealed in a cloth waistband worn by the two persons, it said.

The DRI said 3,982.25 grams gold valued at Rs 2.9 crore has been recovered and seized and the two persons were arrested under the provisions of the Customs Act, 1962.

Further investigation is in progress.

6 More Die As Assam Flood Situation Remains Critical, Death Count Now 70

The flood situation in Assam remained critical on Saturday with six more persons losing their lives and nearly 24 lakh people affected, an official bulletin said.

The devastating floods claimed the lives of two persons in Charaideo and one each in Goalpara, Morigaon, Sonitpur and Tinsukia districts, according to the bulletin issued by the Assam State Disaster Management Authority (ASDMA).

With this, the toll in this year's flood, landslide and storm increased to 70.

A total of 23,96,648 people have been affected by the floods in 29 districts, while cropland of 68,768.5 hectare was underwater.

Among the worst-hit districts are Dhubri where 7,97,918 people have been affected, Cachar where 1,75,231 people have been hit and Darrang where 1,63,218 people are affected.

A total of 53,429 people have taken shelter in 577 relief camps.

The Brahmaputra was flowing above the danger marks at Nimatighat, Tezpur, Goalpara and Dhubri. Its tributaries Burhi Dihing at Chenimari, Dikhou at Sivasagar, Disang at Nanglamuraghat, Dhansiri at Numaligarh, Jia Bharali at NT Road crossing, and Kopili at Dharamtul and Sankosh in Golakganj were also flowing above the danger levels.

The Barak river was flowing above the danger mark at AP Ghat, BP Ghat and Kushiyara at Karimganj town A total of 15,49,161 animals have been affected by the floods.

The devastating second wave of the flood has claimed the lives of 114 wild animals.

Public infrastructure damaged by the flood includes 126 roads and two bridges, the bulletin said.

Woman Goes Into Labour In Bus, Conductor, Passengers Help In Delivery

A woman gave birth to a baby on a Telangana State Road Transport Corporation (TGSRTC) bus with the help of the bus conductor and fellow women passengers on Friday morning.

The woman was identified as Shweta Ratnam and the bus conductor was identified as R Saroja.

The woman experienced intense labour pains while travelling on a 1Z RTC bus from the Musheerabad Depot. She had boarded the bus at Aramghar, but the situation escalated as the bus reached Bahadurpura.

The Telangana State Road Transport Corporation (TGSRTC) Managing Director, VC Sajjanar said in a post on X that, the bus conductor along with other women passengers, assisted Shweta in delivering the baby. The mother and the newborn were then shifted to a nearby Government Maternity hospital for further medical treatment. The timely intervention ensured the safe birth of the baby girl.

VC Sajjanar appreciated the conductor and the women passengers for their timely help and humanitarian gesture.

Earlier, the same case was witnessed in Kerala where a 37-year-old woman from Malappuram district gave birth to a baby girl on a KSRTC bus in Thrissur.

The incident took place on May 29 when the woman, travelling with her husband from Thrissur to Thottilpalam in Kozhikode, began experiencing severe labour pains as the bus crossed Peramangalam village.

In response to the situation, the bus driver promptly altered the route and headed directly to Amala Hospital in Thrissur, notifying the hospital about the emergency. Upon reaching the hospital, the woman was already in an advanced stage of labour.

Passengers were deboarded to allow doctors and nurses to provide immediate medical attention. Visuals shared on social media show the bus stopped at the hospital, with staff members rushing to assist the mother and her newborn inside the vehicle. The medical team brought essential equipment onto the bus to ensure a safe delivery.

Dr Yasir Sulaiman of Amala Hospital stated, "The initiation of labour pain had already begun. At that point, it was impossible for us to shift her to the emergency department. We had to take out the child and cut the umbilical cord there itself. We ensured that the baby and the mother were safe. Currently, both are doing well. It was a different day and a new thing for us."

BSP Tamil Nadu Chief Hacked To Death By 6 Men On Bikes In Chennai

In a brazen attack, the Tamil Nadu chief of the Bahujan Samaj Party was hacked to death by six bike-borne men near his house in Chennai on Friday. 

The six men attacked Armstrong when he was having a discussion with a few party functionaries near his house in the city's Sembium area and then fled. The family rushed him to a hospital, but he was declared brought dead.

Police officials said this could be a revenge murder, linked to the killing of a gangster, Arcot Suresh, last year. A senior police officer told NDTV, "We are conducting an investigation. The murder seems to be linked to an earlier killing." 

Some reports said the attackers posed as food delivery agents, but police are yet to confirm this.

The Sembium inspector of police has been tasked with cracking the case. 

The opposition has hit out at the ruling DMK in Tamil Nadu and said the killing is evidence of the deteriorating law and order situation in the state. 

Leader of Opposition Edappadi Palaniswamy said, "What do I say when the state chief of a national party is murdered? The law and order is shameful. There is no fear of law or the police".

A lawyer, Armstrong was elected to the Chennai Corporation Council in 2006. He shot to fame after he organised a mega rally in Chennai two years ago and invited BSP chief Mayawati.

Assam Floods: 31 Wild Animals Dead, 82 Rescued In Kaziranga National Park

A total of 31 animals have died so far due to drowning, while 82 others have been rescued from flood waters in the worst deluge in recent years inside the famed Kaziranga National Park, a park official said on Thursday.

The animal mortality includes 23 hog deer due to drowning in the Park and 15 during treatment.

The forest officials rescued 73 hog deer, two otters, two sambar deer, a scops owl, one rhino calf, an Indian hare and a jungle cat.

Currently, 20 animals are under treatment, while 31 others have been released after treatment, the official said.

A total of 11 animals had died due to drowning, while 65 others were rescued from the flood waters of the severely affected park till Wednesday.

Meanwhile, a Royal Bengal Tiger strayed into a neighbouring village in the Nagaon district from the flooded park and forest officials were trying to tranquilise the animal.

Police personnel were deployed to prevent any untoward incident, and control the people as panic gripped the village area.

Two persons were arrested for allegedly consuming venison, likely deer which had strayed from the Northern range of the Park in the Biswanath district.

Out of the total 233 camps in the Eastern Assam Wildlife Division, 95 were still inundated till Thursday evening as against the 141 during the day, the official said.

Forest department employees, including security personnel, stay in these camps inside the national park to conduct patrolling to protect the flora and fauna.

In the Eastern or Agoratoli range, 12 of the 34 camps have been inundated, while 31 of the 58 camps in the central range, 33 out of the 39 in the Western or Bagori range, eight out of the 25 in Burapahar and three out of the nine in Bokakhat were under flood waters.

Altogether seven camps have been vacated by the forest personnel so far - two in the central range, three in Bokakhat, and one each in Biswanath and Nagaon wildlife divisions.

CA Among 3 Arrested For Fraudulent Take Over Of Insolvent Company

The ED said on Wednesday that it has arrested three persons including a chartered accountant and a resolution professional as part of a money laundering probe linked to an alleged bank loan fraud related to regaining control of an insolvent company from the NCLT.

Chartered accountant (CA) Rakesh Kumar Gulati, Ajay Yadav of resolution applicant firm Umaiza Infracon LLP and a person identified as Paramjeet were taken into custody on July 1 by the Gurugram zonal office of the Enforcement Directorate (ED).

A special Prevention of Money Laundering Act (PMLA) court sent them to ED custody till July 9, the agency said in a statement.

The case pertains to Sunstar Overseas Ltd (SOL), its ex-directors Rakesh Aggarwal, Rohit Aggarwal, Manik Aggarwal, Sumit Aggarwal and others.

The money laundering case stems from a Central Bureau of Investigation (CBI) FIR filed against the company and its former promoters on charges of fraud, criminal misappropriation, criminal breach of trust, cheating and causing wrongful loss of more than Rs 950 crore to a consortium of nine lender banks.

The ex-promoters, directors and key persons of the company, in connivance with each other as well as other related and unrelated entities, "illegally diverted" loan funds by way of sham trade transactions and by creating fictitious debtors, the ED alleged.

The total admitted claims against SOL was Rs 1,274.14 crore and the entity was taken over through corporate insolvency resolution process (CIRP) proceedings for only Rs 196 crore by a resolution applicant Umaiza Infracon LLP (of Ajay Yadav) which is a "shell" (dummy) entity as it does not have any funds of its own, the agency said.

"The funds for the said shell entity were arranged from the funds diverted from SOL through its former related/unrelated companies and firms and other persons on the instructions of the ex-directors and promoters (of SOL) and its CA Rakesh Gulati.

"Immediately after the NCLT order, SOL was taken over by a frontal company Shivakriti Agro Pvt. Ltd. (SAPL), actually controlled and operated by ex-directors/ promoters of SOL by instrument of a sham facility agreement," the ED said.

Shivakriti Agro Pvt Ltd has been controlled and managed by the ex-directors and promoters of SOL through Paramjeet and its other ex-employees.

"Rakesh Gulati, common CA of SOL and SAPL, and related entities are found to be involved in the conspiracy and diversion of loan funds to regain the actual control and business of an insolvent company from the national company law tribunal (NCLT)," the ED alleged.

Trade is at the core of taking India's economy to $10 trillion, Adani Ports and Special Economic Zone CEO Ashwani Gupta said at the NDTV Infrashakti Awards. "We believe in a $10 trillion economy. Where will it come from? Trade is at the core of it," he said. "But what is it exactly about trade? When we talk about focus on infrastructure, energy, industrialisation - all that is about trade," Mr Gupta said.

"If we look at our figures, 95 per cent of our trade last year was done by maritime, which is 68 per cent of value of all India... This is very clear and more and more efficient trade, not only in India but globally, is going to contribute to this $10 trillion economy," Mr Gupta said.

Rumjhum Chatterjee, Co-founder, Infravision Foundation said the country has made significant progress in core infrastructure sectors in the last few years. "We are very proud of it. There is a lot of effort, however, that we now need to put into looking at how we can galvanise social sectors as well," she said.

The panelists in the conversations on sustainable and climate-resilient infrastructure were: Ricky Kej, three-time Grammy Award winner, composer and environmentalist; Amit Singh, CEO, Adani Green Energy; G Raghuram, Former Director, IIM Bangalore; Anumita Roychowdhury, Executive Director, Research and Advocacy, Centre for Science and Environment (CSE), and Vinayak Chatterjee of Infravision Foundation.

Vinayak Chatterjee, referring to India's Sustainability Index, gave two suggestions for policymakers.

"India is burdened with large historical installations of infrastructure from the colonial times - be it railway bridges or dams or tunnels. We should have strong inspection teams to keep that infrastructure in check so that railway bridges and dams don't collapse, and cracks don't appear in hill towns such as Joshimath," Mr Chatterjee said.

"India doesn't have a sustainable index. We at Infravision Foundation have developed a 102-point sustainability index. Policymakers should now use this index, and we have been propagating it largely," he said.

On climate change, CSE's Anumita Roychowdhury said if there's a takeaway from the summer we just had, first it was the persistent heatwave and then unprecedented flood. "It's telling us that climate change is real and constant, but we can't keep blaming climate change all the time, keeping in mind the way infrastructure is taking shape today. It aggravates and compounds the impact if we don't get the blueprint right," she said.

Ricky Kej said development, by its definition, should be in collaboration with the environment.
